Santa Montca, California TO Mayor and CIty Council FROM City Staff SUBJECT Hold a public hearing to determIne the necessity of establishing an Underground UtIlity Dlstnct at Main Street, between PICO Boulevard and Hollister Avenue, and adopt a resolution to establish this Underground UtIlity District INTRODUCTION This report recommends that City CounCil hold a public heanng and ascertain whether the public necessity requires an underground utility dlstnct, and adopt a Resolution establishing a new Underground Utility Dlstnct ("Dlstnct") where the electnc, telephone and cable TV lines will be placed underground The new Dlstnct would be established along Main Street, between Pice Blvd and Holhster Ave (1900 - 2401 Matn Street), and Includes properties on connecting streets being served from the Main Street hnes BACKGROUND California Public Utlhty regulatIon, Rule 20A Section 8209, specifies that each utility company must allocate two percent of ItS gross revenues for use In plaCIng aerral facIlities underground The facIlitIes Include electrical lines, telephone lines and/or cable TV lines The regulations specify locations or condrt.lOns where faclhtles may be undergrounded USing deSignated utility company funds and require that one or more of the follOWing locations or conditions be met 1) areas adjacent to a public use area such as alknc~.lcAter or.;;-~' ~ '!~! ' ~l!J 1, - " 1 ~ I ............ ~ .... - / I :...=___; li ~ L_......... J school. 2) artenal streets used by the community at large, or 3) locations where there are unusually heavy concentrations of wires and adjacent to an electncal substation or other facIlity which causes SignIficant Interference with TV and radio reception In nearby residences CIty staff, along with Southern California Edison ("Edison") representatives, have determined that the recommended District qualifies for Rule 20A fundIng On June 15, 1993, the City CounCil established a sectIon of OlympIC Blvd as an Underground UtIlity Dlstnct The Olym piC Blvd project IS expected to absorb the City's Rule 20A program funding through 1997, however, from 1998 on the funds are otherwise unencumbered City and Edison staff have also determined that such undergroundlng can be accomplished within the calendar 1998 City allocation from the Edison Rule 20A program Municipal Code No 752020 sets forth the procedure by which City CounCil may call for a public heanng to ascertain whether the public necessrty, health, safety, or welfare requires the removal of poles, overhead Wires, and associated overhead structures Within designated areas of the City and the underground Installation of WIres and faCIlities for supplYing electnc, commUniCation, or Similar or associated service In accordance With thiS section of the municipal code, City CounCil set a public heanng on January 14, 1997 to conSider the establishment of the Main Street Underground Utllity Dlstnct, which was continued to February 11, 1997 2 .. DISCUSSION This proposed Utility Dlstnct work WIll Include underground servIce from the property line to the eXisting electrical panels or meters In the bUildings within the DIstrict Property owners Will pay only for connections and conversion of electrical, telephone, and cable TV services to the new underground system These costs are anticipated to be nominal, unless the electrical panels or meters are not In compliance with code, In whIch case property owners Will be required to upgrade those fixtures Although 33 parcels are Involved, Southern California Edison has notified City Staff that at present only ten parcels WIIJ require conversion of their service from overhead to underground Response from the affected property owners has, for the most part, been favorable One property owner with an older bUilding has adVised City staff she IS opposed Undergroundlng the utilities WIthin the dIstrict would reduce VIsual blight and bnng a Significant new enhancement to the area If the utIlities were undergrounded In the proposed district, then no overhead utilities would eXist along Main Street because utilities from the South City limits to Hollister have already been Installed underground It IS necessary to pursue the Main Street utility undergroundlng now because Significant lead time IS reqUired for Edison to prepare for constructIon and to coordinate the utility construction work With the antiCipated Streetscape Improvement Plan Completion by Edison of the deSign, englneenng, and construction work for the proposed District IS antiCIpated by December, 1998 If pOSSible, staff Will coordinate the construction 3 .. phase of the undergroundlng project with the Implementation of any future Main Street Streetscape Improvement Plan All affected property owners have been notified In writing of the scheduled public heanng and their potentIal costs and responsibilities per eXisting City ordinance BUDGET/FINANCIAL IMPACT There IS no budget or financIal Impact to the City as a result of the establishment of thIS Underground Utility Dlstncl The proposed undergroundlng of utilities will be funded by the utlhty compames With affected property owners paYing for their service connection RECOMMENDATIONS It IS recommended that City Council hold a public hearing to receIVe public testImony regarding the establishment of the proposed Main Street Underground Utility Dlstnct After clOSing the public heanng, It IS recommended that the City Council adopt the attached Resolution finding that the public necessity eXists to establish an Underground Utility Dlstnct and orders that a new Underground Utility District along MaIn Street between PICO Boulevard and Hollister Ave (1900 - 2401 Main Street) and properties on connecting streets being served from the Main Street lines be established Prepared by Craig Perkins, Director of EPWM Jeff Mathieu, Director of Resource Management, Tony Antlch, , PEr City Engineer 4 Attachment Howard Robinson, Real Estate/Economic Devel Mgr Gwen Pentecost, Sr Admin Analyst, Economic Deve!.
