the Status of Women
At its meeting on July 28, 1981, the Clty CounC11
1ntroduced for f1rst read1ng an ord1nance creating a Commis-
sion on the Status of Women. The ord1nance is now presented
to the City Counc~l for adoption.
RECOMMENDATION
It 1S respectfully recommended that the accompanY1ng
ordinance be adopted.

AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA CREATING A
COMMISSION ON THE STATUS OF WOMEN
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
ORDAIN AS FOLLOWS:
SECTION 1. Chapter 10 is hereby added to Art1cle II of
the Santa Mon~ca Municipal Code to read as follows:
Chapter 10--Commisslon on the Status
of Women
Sectlon 2910. Findings and
Purpose. The City Counc1l finds and
declares:
(a) Because of tradition and
prejudice and because of social,
po1~tlcal, economic and educational
restrict~ons on women through the
years, women have been denied by

virtue of their status as women
bas1c human r1ghts, resultlng 1n
inequitles in econOID1C, po11tlcal,
legal and soclal status.
(b) Discrlmlnatlon against
women is in1mical to the public
welfare.
(c) It is the policy of the
City to glve every lnhab1tant of the
Clty equal economic, polit1ca1,
social and educational opportunlties
and to provide equal serV1ces and
protection by public agenc1es.
(d) It is the policy of the
City to keep the public informed on
developments 1n the legal and soclal
status of women; to develop and
dlstrlbute pertlnent lnformation
and recommendations to C1ty agencies
and to the general public; to
provlde expert advlce and asslstance
to the offlces, agencies, boards,
departments, and employees of

the City in undertaking efforts
to assure equality in the treatment
of the sexes; and to officially
encourage pr1vate persons and groups
to take steps to remove the barriers
in the struggle of both women and men
for equal opportunIties resulting
from trad1t10n, prejudice and
the educat1onal, economic, political,
legal and social restrIctions of the
past.
Section 2911. Creation of
Commission on the Status of Women.
Pursuant to Section 1000 of the C1ty
Charter, a Commiss1on on the Status
of Women is hereby created. The
Commission shall consist of nine
members, all of whom shall be reSI-
dents of the City of Santa MonIca and
at least six of whom shall be women,
and shall be apPo1nted by the city
Counc11. The Commiss1on and Commis-
sioners shall be subject to all the
terms of Article X of the City Char-
ter settlng forth procedures for
appointment of Commissioners, terms
and meet1ngs.

Sect~on 2912. Coordinator. A
Coordinator for the Commission shall
be appointed by the City Manager
subject to the approval or
disapproval of the Commission. All
staff personnel of the Commission
shall be under the lmmediate
d~rection and superv1sion of the
Coordinator.
Sect10n 2913. ~udget. The
C~ty Counc11 shall appropriate funds

meetings and.to pay for personnel,
services and facilit~es as may be
reasonably necessary to enable the
Comm1ssion to exercise its powers and
perform its duties.

Section 2914. Powers and
Dut~es. The Commiss10n shall have
the power and the duty to:

educational and informat10nal mater-
ial relative to the role that trad1-

played in keeplng women of all races,
creeds, ages, and marital status from
developing their full individual
potentials and from contributing
fully to the cultural and economiC
life of the community.
<b) Hold publlC hearings on
matters relevant to the general scope
of the Commisslon&
(c) Review national, state and
loeal legislat~on which may have an
~mpact on the status of women and
recommend to the City Council posi-
tions on significant legislation
affecting the status of women.
(d) Develop and maintain a
Talent Bank of Women which can be

used in a varlety of ways, 1ncluding
but not 1im1ted to assisting the
Personnel Department 1n recru1ting
qualified women candidates for
employment opportunities and nominat-
ing qualified women for app01ntment
by the City Council to vacancies on
boards and cornm~ss~ons of the City.
(e) Cooperate with and make
recommendat~ons to the Personnel
Department and the Personnel Board in
the development and implementation of
programs and practices which have the
purpose of furthering the ob)ect1ves
of this Chapter, lnc1uding but not
11mited to recommendations regarding
terminology used in job announcements,
recruitment techn1ques, Job quallfica-
tions, salary schedules, train1ng and
promotlonal practlces.
(f) Study job categories which
trad~tionally are filled pr1marily by
women or pr1marily by men to determ1ne
whether the rate of compensation in
the tradltiona1ly female Jobs compares
reasonably and favorably with the rate

of compensat~on ~n the trad~t~onally
male Jobs, tak1ng 1nto conslderat~on
the tra1n1ng, experience, mental and
physical effort and responsibility
required and the work1ng conditions
involved, and make recommendations con-
cerning necessary steps to implement
equitable rates of compensat10n.
(g) Study and make recommenda-
tions regarding the special employment
problems of women stemming from the
assignment to them of trad1tional
roles such as respons1b1lity for Ch1ld
rearing, including but not limited to
the need for Chlld care centers,
on-the-Job training and retrain1ng for
those who have been out of the employ-
ment market for extended periods and
part-t1me employment opportunities.
(h) Cooperate with and make
recommendations to law enforcement
agenc1es and officials concerning the
enforcement of laws which have a par-
ticular impact on women.
(i) Cooperate with and make
recommendations to the Board of

Educat10n of the Santa Monica-Mallbu
Un1fied School Distrlct on the
development and implementation of
programs and pract~ces WhlCh have the
purpose of further1ng the objectives
of this Chapter, including but not
limited to recommendations concerning
In-service training and sex-role
models for female students who may be
interested in employment not tradl-
tional1y filled by women.
(J) Prov~de information, guid-
ance and technical assistance to other
publ1C agenc1es and private persons,
organizations and ~nstitutions engaged
in activltles and programs intended to
eliminate prejudice and discrlmlnat~on
against women because of their status
as women.
(k) Cooperate with and make
written recommendations to the City
agenc~es, boards and commlSS10ns and
Clty offic~a1s regard~ng the
development and lmplementation of
programs and practices for the purpose
of furthering the obJectives of this
Chapter.

(1) Invest1gate and med1ate, at
the request of a party and wlth~n the
limitations of staff time and re-
sources, all incidents of discrlmina-
tion aga1nst women because of the1r
status as women which are not within
the exclusive ]ur1sdiction of some
federal, state or city agency, and
make speclf1c recommendat1ons to the
involved parties as to the methods for
eliminating discr1ffi1nat1on against
women.
(m) Prepare, encourage and co-
ordinate programs of voluntary act10n
to reduce or eliminate exist1ng
~nequa11ties and disadvantages ln both
the public and private sector result-
~ng from prejudice, tradlt10n and past
discrimination.
(n) Study and make recommenda-
t10ns regardlng the problems of health
and maternity care for women.
Section 2915. Cooperation with
Other Groups and Individuals. The
Commission shall consult and maintain
contact w1th groups and individuals

who are concerned with the status of
women or who are pr~rnari1y respons1ble
for assurIng equal opportunlt1es for
women.
Section 2916. Reports. The
Comm~ssion shall render written
reports of its act~vities to the C1ty
CounCll not less than once every three
months.
SECTION 2. Any prov1s1on of the Santa Monica Municipal
Code or appendices thereto inconsistent with the provisions
of this ordinance, to the extent of such 1nconsistenc~es and
no further, is hereby repealed or modified to that extent
necessary to affect the provlsions of this ordinance.
SECTION 3. If any sectlon, subsectlon, sentence,
clause, or phrase of this ordinance is for any reason held to
be inval1d or unconstitutIonal by a decision of any court of
competent jurisdlction, such dec~slon shall not affect the
validity of the remaIning portions of the ordinance. The
Clty Council hereby declares that it would have passed this
ordInance and each and every section, subsection, sentence,
clause, or phrase not declared invalid or unconstitutional
wlthout regard to whether any portion of the ordinance would
be subsequently declared invalid or unconstItutional.
SECTION 4. The Mayor shall sign and the City Clerk
shall attest to the passage of th1S ordinance. The City

Clerk shall cause the same to be published once in the
official newspaper within 15 days after its adopt1on. The
ordinance shall become effective 30 days from its adoption.
