SUBJECT: Ordinance Creating Commission on the
status of Women
The City Council has dIrected the CIty Attorney to pre-
pare an ord1nance creating a Commission of the Status of
Women. The accompanying ordlnance contains flndings and
purposes, creates a Commission on the Status of Women, pro-
vides for compensation of Commlssioners, provides for a
Coordinator and budget, specifies powers and duties, requlres
cooperation with groups and indlviduals, requires regular
reports to the Clty Council, and provides for chIld care for
persons attending Commission meetings.
RECOMMENDATION
It IS respectfully recommended that the accornpanYlng
ordinance be lntroduced for first reading.

AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA CREATING A
COMMISSION ON THE STATUS OF WOMEN
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
ORDAIN AS FOLLOWS:
SECTION 1. Chapter 10 is hereby added to Article II of
the Santa Monica Mun~cipa1 Code to read as follows:
Chapter 10--Commission on the Status
of Women
Section 2910. F~ndings and
purpose. The City Council finds and
declares:
(a) Because of tradition and
prejudice and because of soc~a1,
political, economic and educational
restrictlons on women through the
years, women have been denled by

virtue of the~r status as women
baslc human r~ghtsf resulting 1n
inequItles in economic, polItical,
legal and social status.
(b) Discr1mlnatlon against
women IS inimical to the publlC
welfare.
(c) It is the policy of the
CIty to give every inhabitant of the
City equal economic, pol1tlcal,
soc1al and educational opportunities
and to provide equal serVIces and
protect~on by public agencies.
(d) It is the policy of the
City to keep the public 1nformed on
developments in the legal and social
status of women; to develop and
distribute pertinent information
and recommendatlons to City agencies
and to the general publIC; to
provide expert advice and aSSIstance
to the offices, agencies, boards,
departments, and employees of

the City ln undertaking efforts
to assure equality in the treatment
of the sexes; and to officially
encourage private persons and groups
to take steps to remove the barriers
in the struggle of both women and men
for equal opportun1ties resulting
from trad1tion, prejudice and
the educational, economic, political,
legal and soc1al restrict10ns of the
past.
Section 2911. Creation of
Commission on the Status of Women.
Pursuant to Section 1000 of the City
Charter, a Commission on the status
of Women is hereby created. The
Commission shall cons1st of n1ne
) at least six members to be women;
membersAand shall be appointed by the
City Council. The Commission and
Comm1ss10ners shal1 be subject to all
the terms of Article X of the City
Charter setting forth procedures for
appointment of Commissioners, terms
and meetings.

Section 2913. Coordinator. A
Coord1nator for the Commission shall
be app01nted by the City Manager
subJect to the approval or d1s-
approval of the Comrn1ss1on. All
staff personnel of the Comm1ssion
shall be under the 1mmedlate d1rec-
tion and superv1s1on of the Coordina-
tor.
Sect10n 2914. Budget. The
City Council shall appropriate funds
to compensate the members of the Com-
m1SS1on for attendance at Comm1sson
meetings and to pay for personnel,
services and fac1lities as may be
reasonably necessary to enable the
Commission to exercise 1ts powers and
perform its duties.

Section 2915. Powers and
Duties. The Commisslon shall have
the power and the duty to:
(a) Prepare and disseminate
educational and informational mater-
ial relative to the role that tradi-
tion, preJudice and the depriva-
t10n of equal opportunities in areas
such as educatIon and employment have
played in keeping women of all races,
creeds, ages, and marltal status from
developing thelr full indivldual
potentials and from contributlng
fully to the cultura1 and econom1C
life of the communlty.
(b) Hold public hearings on
matters relevant to the general scope
of the Commission.
(c) Review national, state and
local leglslation WhICh may have an
impact on the status of women and
recommend to the City CouncIl posi-
tions on signif1cant legislation
affecting the status of women.

Talent Bank of Women which can be

used ~n a varlety of ways, includ~ng
but not 11mlted to assistlng the
Personnel Department in recrultlng
qualified women candidates for
employment opportunities and nominat-
ing qualified women for appointment
by the C1ty Council to vacancies on
boards and comm1ssions of the C1ty.
(e) Cooperate w~th and make
recommendat10ns to the Personnel
Department and the Personnel Board in
the development and implementation of
programs and practices which have the
purpose of further1ng the obJectives
of this Chapter, inc1udlng but not
llmlted to recommendations regarding
terminology used in Job announcements,
recruitment techniques, job quallflca-
t10ns, salary schedules, traln~ng and
promotional practices.
(f) study job categorles WhlCh
trad1t10nally are f1lled prlmar1ly by
women or primarily by men to determ1ne
whether the rate of compensation 1n
the tradltionally female jobs compares
reasonably and favorably wlth the rate

of compensatIon in the traditionally
male jobs, taking into conslderation
the training, experience, mental and
physical effort and responsibIlity
requ1red and the working condltions
involved, and make recommendations con-
cerning necessary steps to implement
equitable rates of compensation.
(g) Study and make recommenda-
tions regarding the special employment
problems of women stemming from the
assIgnment to them of traditional
roles such as responsibility for child
rearing, including but not lImited to
the need for Ch1ld care centers,
on-the-job training and retraining for
those who have been out of the employ-
ment market for extended periods and
part-time employment opportunlties.
(h) Cooperate with and make
recommendatIons to law enforcement
agencies and offIcials concerning the
enforcement of laws which have a par-
ticular impact on women.
(i) Cooperate with and make
recommendations to the Board of

Education of the Santa Mon1ca Unified
School District on the development and
lmplementation of programs and prac-
t1ces which have the purpose of fur-
thering the ob]ectlves of this Chap-
ter, including but not llmlted to
recommendations concerning in-service

tra1n1ng and sex-role models for
female students who may be interested
In employment not traditionally filled
by women.
(]) Provide information, guid-
ance and technical assistance to other
public agencles and private persons,
organizations and lnstitutlons engaged
in act1v1ties and programs intended to
eliminate prejudlce and d1scrimination
against women because of thelr status
as women.
(k) Cooperate wlth and make
wr1tten recommendations to the City
agencies, boards and commissions and
City officials regarding the
development and lmplernentat10n of
programs and practlces for the purpose
of further1ng the objectives of th1s
Chapter.

(1) Invest1gate and mediate, at
the request of a party and within the
lim1tations of staff time and re-
sources, all lncidents of discr1mina-
t10n against women because of their
status as women which are not wLthin
the exclus1ve jurisdiction of some
federal, state or Clty agency, and
make speciflc recommendatlons to the
involved parties as to the methods for
elimlnating discrimination against
women.
(m) Prepare, encourage and co-
ordinate programs of voluntary action
to reduce or ellminate eXlsting
inequa11ties and dlsadvantages in both
the public and private sector result-
ing from prejudlce, tradition and past
d1scrimlnation.

SECTION 2. Any provision of the Santa Mon1ca Munic1pal
Code or appendices thereto inconslstent with the provisions
of th1s ord1nance, to the extent of such inconsistencies and
no further, is hereby repealed or mod1f1ed to that extent
necessary to affect the prov1S10ns of th1S ordinance.
SECTION 3. If any section, subsection, sentence,
clause, or phrase of th1S ordinance is for any reason held to
be 1nva11d or unconstitutional by a decision of any court of
competent jur1sd1ction, such decision shall not affect the
val1dity of the remaining portlons of the ord1nance. The
C1ty Council hereby declares that it would have passed th1S
ord1nance and each and every section, subsect1on, sentence,
clause, or phrase not declared invalid or unconstitutional
without regard to whether any portlon of the ord1nance would
be subsequently declared 1nvalid or unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk
shall attest to the passage of thlS ordinance. The City

Clerk shall cause the same to be published once ln the
officla1 newspaper withln 15 days after lts adoption. The
ordinance shall become effect~ve 30 days from its adoptlon.
