Report from social Service commission on the Role of
the commission
Introduction
This report transmits a request from the Social service
commission to report to city council on its new role, identifying
major areas that will be addressed and activities to be
undertaken in the future.
Background
The Social Service Commission has been concerned with its role
and effectiveness as a city Commission since June of 1987.
This
concern first surfaced primarily from its involvement in the
"
community Service Proposal review process and the subsequent
staff funding recommendations that came forward as part of the
City's Community Development Plan for FY87-88.
The Commission sought clarification and guidance from city
Council on the perceived role of the Commission and areas that
could be addressed by the Commission. Counci1member Jennings,
Liaison to the Social service Commission, subsequently responded
with some ideas and suggested that the Commissioners re-examine
the amount of time and level of efforts spent on the City's
proposal review process.

Discussion
During the last three meetings of the Social Service Commission,
Commissioners have invested considerable time in addressing the
issue of what they perceived their role to be. The Commission
specifically focused on their involvement in the City's Community
Service Program proposal review process in order to determine
their level of input and how to best assist Council and the
community in the area of social services.
After lengthy and interesting dialogue, the Commissioners agreed
upon a re-definition of its role, prioritized major focus areas
and developed some specific activities they wish to undertake.
The adopted role of the Commission is attached.
Recommendation
It is recommended that Council receive and approve the attached
summary of the role and activities of the Social Service
Commission.
