Ordinance Creating Social Serv~ces comm~ssion
At its meeting on August 4, 1981, the City Council
directed the C~ty Attorney to prepare an ordinance creating a
Social Serv~ces Commission. In response to this direction,
the accompanying ordinance has been prepared.
The ordinance creates a Social Serv~ces Commission to

consist of seven members. The ordinance contains findings
and purposes (Sect~on 2920) and delineates the powers and
duties of the Commiss~on (Section 2922). The Commission ~s
required to coordinate its activites with other groups and
individuals (Section 2923) and must make periodic reports to
the City Council (Section 2924).
RECOMMENDATION
It is respectfully recommended that the accompany~ng
ordinance be introduced for first reading.

AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA CREATING A
SOCIAL SERVICES COMMISSION
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
ORDAIN AS FOLLOWS:
SECTION 1. Chapter 11 is hereby added to Article II of
the Santa Monica Municipal Code to read as fol1ows:

Chapter 11--Social Services Commission
Section 2920. Findings and
Purpose. The City Council finds and
declares:
(a) The City annually expends
funds on the provision of social ser-
vices to residents of the City.
(b) The need for social ser-
vices increases at the same time that
federal and state funds for soc~al
serVlces decrease.

(c) Each year the City is
requested to provide funds to
agencies and programs in excess of
the funds available for social ser-
vicesw
.
(d) It is the pol~cy of the
City that funds for social services
be distributed in a manner that will
maximize the direct benefits to resi-
dents in need of such services.
(e) It is the policy of the
City that distribution of funds for
social services be based on a planned
system in order to maximize efficient
use of resources and minlm1ze dupli-
cation of services.
(f) There is a need for the
regular and ongoing assessment of
social service programs delivered
in the City by other agencies,
including the County of Los Angeles
and private organizations.
(g) There is a need for the
regular and ongoing assessment of
social service needs and the moni-
toring of social serv~ce programs and
a need for cit~zen participation 10

Section 292l. Creation of
Social SerV1ces Commission. Pursuant
to Section 1000 of the C~ty Charter,
a Social Services Commission is here-
by created. The Commission shall
consist of seven members and shall be
appointed by the City Council. The
commission and Commissioners shall be
subject to all the terms of Article X
of the City Charter setting forth pro-
cedures for appointment of Commis-
sioners, terms and meetings.

Section 2922. Powers and
Duties. The Commission shall have
the power and the duty to:
(a) Schedule periodic hearings
to determine the unmet social service
needs of the residents of the C~ty.
(b) Recommend to the C1ty
Council policies to guide the provi-
sion of social services to residents
of the City and review and comment on
procedures developed by the City

Manager for the development of a

comprehensive delivery system to pro-
vide social services.
(c) Recommend to the City
Council specific social service pro-
grams necessary to serve the unmet
needs of the residents of the City.
Cd) Review the City Manager's
proposed budget for social services
and make its recommendations thereon
to the City Council.
(e) Prepare an annual assess-
ment for the City Council on the

and other entities are achieving goals
and objective for social services.
Sect~on 2923. Cooperat1on with
Other Groups and Individuals. The
CommiSS1on shall consult and ma1ntain
contact with groups and individuals
who are concerned with the planning
and provision of soc~al services.

Section 2924. Reports. The
Commission shall render written
reports of ~ts activities to the C~ty
Council not less than once every three
months and at such other times as
requested by the City Council.
SECTION 2. Any provision of the Santa Monica Mun~cipal
Code or append~ces thereto incons1stent with the provisions
of this ordinance, to the extent of such inconsistenc~es and
no further, is hereby repealed or mod~fied to that extent
necessary to affect the provisions of this ordinance.
SECTION 3. If any section, subsection, sentence,
clause, or phrase of this ordinance is for any reason held to
be invalid or unconstitutional by a decision of any court of
competent jurisdiction, such decision shall not affect the
valldity of the remaining port~ons of the ordinance. The
City Council hereby declares that it would have passed this
ordinance and each and every section, subsection, sentence,
clause, or phrase not declared invalid or unconstitutional
without regard to whether any portion of the ordinance would
be subsequently declared invalid or unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk
shall attest to the passage of this ordinance. The City
Clerk shall cause the same to be published once in the

off~cial newspaper within 15 days after its adoption. The

ordinance shall become effective 30 days from its adoption.
