SR-106-030-02 (2) . .- ~CitYOf Santa Monlca~ City Council Report City Council Meeting: April 25, 2006 Agenda Item:.,jJ) To: Mayor and City Council From: Craig Perkins, Director - Environmental and Public Works Management Subject: Recommendation to Appoint New Members to the Sustainable City Task Force Recommended Action It is recommended that City Council appoint Laura Berland-Shane, Albert Rosen, and Carol Rosskam to fill three vacant positions on the Sustainable City Task Force. Executive Summary The Sustainable City Task Force (SCTF) is an eleven-member advisory body to City Council on sustainability issues. The SCTF members have no specified terms; however, Council directed that the SCTF will operate for five years, through June 2009. Three SCTF members recently resigned their positions. The remaining SCTF members have reviewed the applications to fill the vacant positions and have recommended that Laura Berland-Shane, Albert Rosen, and Carol Rosskam be appointed to fill the vacancies. There are no financial or budgetary impacts associated with adoption of the recommendation. 1 Discussion Backqround On October 28, 2003, City Council adopted a motion to create a Sustainable City Task Force to serve as the principle advisory body to City Council on sustainability issues. The motion specifies that the SCTF should be comprised of 11 Council-appointed members to be chosen for their expertise in various areas of sustainable policy, including the following: Planning, Housing, Recreation and Parks, Social Services, Environmental Policy, Education and Health Care. In addition, composition of the group should ensure fair representation of the following community stakeholder groups: Business, Labor, and Neighborhoods. On March 23, 2004, City Council appointed eleven members to the SCTF. Euripides DeOliveira, Terry O'Day, and Roe Johnston have submitted their resignations. On January 9, 2006, the SCTF unanimously approved the following motion: The Sustainable City Task Force recommends that City Council fill the vacant SCTF position(s) with a person (or persons) with expertise and/or experience in one or more of the following areas: housing, hospitality sector, environmental policy, business owner, and strategic planning and management. Recruitment Process City staff posted announcements on the City's website and in local newspapers during the weeks of February 13 and February 20, 2006 inviting applications to fill the vacant positions and eight applications were received. The applications were reviewed by the 2 SCTF at their March 28, 2006 meeting. Based on that review, the SCTF unanimously adopted a motion recommending that City Council appoint: Laura Berland-Shane, a consultant with extensive experience in finance and strategic planning and management. She is the sponsor chair of the newly formed Sustainable Business Council LA whose charge is to expand and strengthen "green business" practices for the business sector in Los Angeles. Albert Rosen, a long-time owner and operator of apartment building in Santa Monica and the Westside, brings expertise in green building practices and techniques. He previously served as a Housing Commissioner for the City of Santa Monica. Carol Rosskam, a regional planner with significant expertise in environmental policy development for both public and non-profit agencies. Staff concurs with the SCTF recommendation.
