SUBJECT:
At its meeting on september 27, 1988, the City Council
introduced for first reading an ordinance adding Section 2620 to
the Santa Monica Municipal Code to provide for compensation for
attendance at Planning commission meetings by the Planning
commissioners.
The ordinance is now presented to the City
council for adoption.
RECOMMENDATION
It is respectfully recommended that the accompanying
ordinance be adopted.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA ADDING SECTION 2620 TO THE
SANTA MONICA MUNICIPAL CODE TO PROVIDE FOR
COMPENSATION FOR ATTENDANCE AT PLANNING
COMMISSION MEETINGS BY PLANNING COMMISSIONERS
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES ORDAIN AS
FOLLOWS:
SECTION 1.
Section 2620 is added to the Santa Monica
Municipal Code to read as follows:

Planning Commissioners.
(a)
Members
of
the
Planning
Commission will be compensated in the
amount of Twenty-Five Dollars ($25.00) per
meeting attended, to a maximum of One
Hundred Dollars ($100.00) per month. Such
compensation shall be deemed reimbursement
for out-of-pocket expenditures and costs
imposed upon members in serving on the
Planning commission.
(b) Beginning twelve (12) months
after the date of the adoption of this

Section, and once yearly thereafter, the
amount of compensation for planning
Commissioners shall be increased by an
amount equal to the increase in the
Consumer Price Index for the prior twelve
(12) month period. As used in this
Section, the Consumer Price Index ("CPI")
shall be the CPI for All Urban Consumers
for the Los Angeles, Long Beach, Anaheim
Metropolitan Area provided by the united
states Bureau of Labor Statistics, unless
another comparable index is determined to
be appropriate by resolution of the City
Council.
SECTION 2. Any provision of the Santa Monica Municipal
Code or appendices thereto inconsistent with the provisions of
this Ordinance, to the extent of such inconsistencies and no
further, are hereby repealed or modified to that extent necessary
to affect the provisions of this ordinance.
SECTION 3. If any section, subsection, sentence, clause,
or phrase of this Ordinance is for any reason held to be invalid
or unconstitutional by a decision of any court of any competent
jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance. The City council hereby
declares that it would have passed this ordinance, and each and
every section, subsection, sentence, clause, or phrase not
declared invalid or unconstitutional without regard to whether

any portion of the Ordinance would be subsequently declared
invalid or unconstitutional.
SECTION 4, The Mayor shall sign and the City Clerk shall
attest to the passage of this Ordinance. The City Clerk shall
cause the same to be published once in the official newspaper
within 15 days after its adoption. This Ordinance shall become
effective after 30 days from its adoption.

1. In the past, Plannlng Commlssloners have been re~fiiliursed for
travel expenses to professlonal conferences and meetlngs relevant
to the work of the comrnlSSlon. ~he conilllSSlon ltself has approved
these trlps In publlC seSSlon and members have been relmbursed out
of the departmental budget.
2. A new Clty policy on travel contalned ln a ~emo from Clty
Flnahce Dlrector ~lke DennlS lnstructed Plannlng COrrmlSSlon rrenbers
to recelve Councll approval In advance of all travel.
In recent Months Commlsslon Chalr Susan Cloke and Vlce Chalr
Dere~ Shearer have both followed this procedure, but the wrltten
requests were removed from the Councll agenda wlthout actlng on
the~ ane with no explanatlon to the COffiWlssion.
3. T~e Cauncll, In the 1983-1984 Clty budget, approved 53,500 ln
the Plannlng Dlvlslon's budget speclflcally for travel by comr~lSSlon
memoers. The corrmlSSlon assumes that the CounCll belleves that some
travel by co~nlSSlon members to professlonal p1annlng meetlngs lS
valuable and In the publlC lnterest.
4. Therefore, the corrmlSSlon requests clarlflcatlon fron the Councll
on comrL1SSlon travel POllCY as follows:
a. Is lt the lntentlon of the Councll to prohlblt all COIDmlSS10n
travel and not spend the allocated funds?
b. If not, then does the Councll wlsh to approve each t~avel
request lndividually--and lf so, would the Councll please act
on COffimlSS10ner Shearer's current request for travel to the
Natlonal liunlclpal Conference ~n Ealtlmore, November 11-13,
on downtown revltallzatlon.
c. If the Councll wlshes the COmrr.isslon to travel, but wants ~~~
to advlse lt on allocatlons, tnls would be appreclated. For ~- ~
