SuBJECT: Resolution Establish1ng Task Forces on Development
1n ReS1dent1al Zones, Development 1n Commerc1al and
Industr1al Zones, and Permlt Process and Ne1ghborhood
Planning.
At 1ts May 19, 1981 meeting, the CounC1l d1rected the
C1ty Attorney to prepare a reso1utlon establishing three task
forces to make recommendat1ons In spec1fic areas. The accompanYlng
resolution lS presented to the Clty Council for ltS approval,
approval wlth amendments, or ~isapproval.

Resolution No. CJ270 (establishIng Planning Task
Forces) adopted by Council on June 2, 1981.
FROM:
Attached IS the original of the above-mentloned resolution for
revision pursuant to Council motIon on June 2nd. To assist you
in revIsing the resolution, there follows an excerpt of Councll-
member Zane's motion:
"...on page 3, SectIon 1, to read 'no less than eight and no
more than 13 residents or persons who do business or are
employed in the CIty of Santa Monica', and that should apply
to each of the Task Forces.. ..On the next page, SectIon 3, the
last sentence should read 'the public shall be given an oppor-
tunIty to be heard before the adoption by a Task Force of any
specific recommendation.' That was meant to clarify that the
Task Forces themselves should have some public hearings before
they vote. Rather than simply to imply that the Council should
have the hearIngs--it is meant that both the Task Forces and
the City Council should have publIC hearings before votes are
taken. Section 4 should read 'The PlannIng Commission shall
transmit the recommendations of the Task Forces to the City
Council with comments and suggested amendments'--rather than
s~mply suggestions. I want to make it clear that the Planning
Commission is asked for suggestIons in the form of amendments...
that amendments can in fact be forwarded from the Planning
Commission. WIth those changes, I would llke to place thIS on
the table in the form of a mot1on. 11
