SUBJECT: Resldentlal Task Force Status
The Res1dentlal Task Foree (RTF) submltted lts Priorlty I recom-
mendat10n to the Plann1ng CommlSS10n and Clty Counell In August
1981. Slnce then the RTF has been dlscussing the three Prlorlty II
lssues: Grade Level, Construct1on ACtlV1ty in Ne1ghborhoods,and
Solar Access.
Slnce August 1981, there have been two reslgnatlons from the
commlttee WhlCh occurred for various reasons lncludlng the feellng
that the most l~portant work of the RTF had been accompllshed.
In addltion, the flfteenth member of the RTF, who was to have
been a mewber of the P1CO Nelghborhood Assoclatlon, was never
appolnted. Together, the lack of these three members has dlmlnlshed
the dlversity and expert1se of the commlttee.
In addltion to the problems caused by reslgnat1ons, the RTF has
had a number of meetings canceled due to lack of a quorum Slnce
work began on Prlority II issues, WhlCh are generally ?erce~v~J ~s
less slgnlflcant than the Prlorlty I lssues.
The RTF 18 mak1ng progress in dealing wlth the Grade Level and
Constructlon Actlvity ln Nelghborhoods lS5ues, however, and
expects to submit recommendatlons on these watters to the Plannlng

CommisSlon soon. After some dlScussion of the Solar Access
lssue, the RTF came to the concluslon that thlS lssue could
easlly become relatlvely complex. The Solar Access lssue mlght
be best dealt wlth by elther a full RTF bolstered wlth new
members (perhaps with speclal expertise) or by a new commlttee
or reVltallzed Energy Task Forcewhlch would have the technlcal
background and sanctlon to deal wlth a varlety of energy-related
lssues. For thlS reason, the RTF has deferred further dlScusslon
of the Solar Access lssue pendlng directlon on the matter from
the Clty Councll.
Throughout dlscussion on Prlorlty I and II items, varlOUS other
lssues have arlsen WhlCh the RTF belleves need further study by
the Clty. These lssues are 11sted below:
o Studyexlsting requlrements and recommend new regulatlons
for bUl1ding for ?hyslcally dlbanlea gersons.
o Explore the posslblllty of encouraglng houslng sUltable
for famllles.
o Look at ways of Ilmltlng bulk.
o ReVlew current securlty standards for new ane eXlst-
lng bUlldlngs as they relate to locks, window placement,
etc. Arrange to coordlnate wlth the Crlme Task Force.
o Examlne the relatlonshlp of the bUlldlng to the street,
looklng at issues such as defenSlble space, relatlon of
bUllding entrances to the street, aesthetlc lssues, etc.
Conslderlng the current condomlnium moratorlUffi and the many on-going
changes In development regulatlons, It seems partlcularly appropri-
ate to address these lssues at thlS tlme.

Slnce the RTF has speclflc lnstructlons from the Councll to study
only certaln lssues, It appears that Council authorlzatlon would
be necessary to dlSCUSS these addltlonal lssues.
In regard to these lssues, and the status of the RTF, we suggest
the Councll conslder the following optlons (to be lmp1emented
following submlsslon of RTF Priorlty II recommendatlons on Grade
Level and Constructlon ACtlVlty In Nelghborhoods) :
o Appolnt new ReSldentlal Task Force members to fl11
vacancies and authorlze ReSldentlal Task Force to
address addltlonal issues;
o Dlssolve Resldentlal Task Force and appolnt a new
commlttee or comrnlttees to deal wlth these issues;
o Malntaln current Residentlal Task Force wlth authorl-
zatlon to address addltlonal lssues.
