Number 6394, dated November 10, 1981.
ThIS report, although
different in format, IS substantIally SImIlar to the prelimInary
draft we presented to you on September 14th.
This report
reflects comments on the earlier draft offered by the Council and
by other CIty Boards, CommIssions, CIty staff and the PIer
Lessees Association during meetIngs and public presentations
between September 7th and 16th.
The most SIgnifIcant difference 1n content from the earlIer draft
IS the additIon of chapter V, the "action plan." In this chapter
we
identIfy
steps
needed to immedIately begin
speCIfic
implementing the restoratIon and development gUIdelInes contaIned
1n
chapter III.
We believe It is crucIal to successful
implementat10n of the overall program that a hIghly viSIble,
immedIately useable increment be completed quickly. DOIng so
WIll clearly demonstrate the City's resolve to repaIr and improve
thIS treasured coatal resource. SpeCIfically, we recommend:
1. CompletIon of exterior and InterIor restoratIon of the

2. Construction of a children's park adjacent to the
Carousel and construct~on of a graded entry park stepping
up from The Promenade to the pier's east end.
3. Construction of a new deck extens~on along the southeast
corner of the former newcomb P~er overlook~ng the beach
volleyball courts.
4. Develpment of a new pedestrian promenade along the entire
south s~de of the former newcomb Pier, complete with new
l~ghting, seating, landscaping and other amenit~es.
5. Structural
re~nforcemnt of the P~er deck south of the
Carousel bu~lding to accomodate a new ferris whell.
6. Constr uction
of
new public bathrooms and dr~nking
fountalns on the eastern hald of the P~er.
7. Restoration of the landmark S~nbad's build~ng and
structural reinforcement of the P~er deck beneath thlS
building.
We propose that $400,000 of the C~ty's accumulated Recreatlonal
Un~t Tax Fund, $300,000 pier funds and revenues, and $500,000 of
an antlc~pated $1,000,000 from the State Coastal Conservancy be
used to flnance the above proJects. We also propose actlons to
be taken by the Task Force and City Staff to begin design and
construction of the above projects, all of WhlCh can be completed

within approximately one year, Finally, we identify further
studies and investigations (including parking and clrculation
~
questions) for the Task Force and City staff to conduct
concurrent with development of the above Pier projects.
We therefore respectfully request that the Council take the
following actions:
1. Accept and approve the Pier Restoration and Development
guidelines contained in the attached report and direct
staff to continue working with the Pier Task Force and
Coastal Conservancy representatives to implement the
Pier guidelines as proposed in the report.
2. Appropriate $400,000 from the Recreational Lnit Tax Fund
for the restoration of the landmark Sinhad's building and
construction of public restrooms. Said amount to be a
loan scheduled for repayment to the fund over five years
at a rate of interest equal to the return on similar City
deposits.
3. Appropriate $300,000 from Pier Fund balance for interior reno-
vat ion of the Carousel
4. Authorize the City Manager to apply for a loan of
approximately $1,000,000 from the State Coastal Conservancy
to finance other projects listed above, and to negotiate
equitable terms and conditions of said loan.
