CRITERIA FOR BOARD OF DIRECTORS SELECTION
FOR THE PIER RESTORATION CORPORATION
Introduction
At its June 28, 1983 meet1ng, Counc11 requested staff to develop
crlteria for the appolntment selection process for the new pier
Restoration Corporation. This report transmits a proposed Public
Notice which contains the criterla requested.
Background
On May 10, 1983, the Clty Council voted to create a Pier
Restoration Corporation.
The purpose of this public beneflt
corporation 1S to oversee the process of P1er reconstruction,
manage the Pier's ongoing operations, and manage Pier employees.
In particular, the Corporatlon will work with the private sector
to encourage investment in the Pler consistent with direction
provlded by the City Council and the gUldelines set forth by the
Pier Task Force. The Corporation Board will be comprised of n1ne
members who are to be appointed by the Clty Council.
In response to a request made at the June 28, 1983 Councll
meeting,
staff has prepared criteria for the selection and
appo1ntment of the Board of Directors of the Corporat1on. The
attached proposed PubllC Notice sets forth the expertlse whlch
staff

Wh11e staff believes it 15 critically important that these skills
be represented on the Board, it is also recognized that one
lndlV1dual Board member may have more than one of these Skllls.
Therefore, expertise slots are not recommended, but rather, that
the Board in its entirety must represent all the areas of
expert1se necessary to carry out its purpose. ThlS w111 permlt
greater flexlb111ty in the selection of D1rectors and filling of
vacanC1es as they occur, while preservlng the expertise on the
Board so necessary for the fulfillment of its prlrnary purpose.

Appl1cations are be1ng accepted for all appo1ntments to the newly
formed Pier Restoratlon Corporation Board of Directors. The pier

Corporation
has
been
established to oversee

operatlons.
In particular, the task of the Corporation will be
to solicit and negotiate investment by the private sector for
Pier reconstruction and development conslstent with Councl1
policy and the guidelines established by the Pier Restoration and

together must have demonstrated expertise ln the followlng areas:

ancestry. The qualifications for appo1ntment include residency
~n the City of Santa Mon~ca or persons who do business ~n or are
employed 1n the C1ty of Santa Monica.
Appointments will be made on the bas1s of the above stated
criteria of expertise, wh1ch must be met by the Board of
Directors as a whole.
Appo1ntment will be made at the City Council meeting to be held
on August 9, 1983.
