Background
SInce July 1, 1972, the TransportatIon Department has offered a fare dIscount
to senlor CItIzens. Presently, thIS program allows anyone, 62 years of age
and over, who has obtaIned a Santa ).Iolllca )'Junlclpal Bus LInes SenIor CItlzen
Identlficatlon Card, to ride any regular route Santa ~onIca bus, any tlme of
day, for Just 10~. ThlS represents a 60% dIscount over the regular local
fare and an 87~% dISCOunt on the express fare to dO~TItowTI Los Angeles.
ApplIcatIon can be made at any of twelve locatIons In the Department's serVIce
area. The applIcant must present proof of age, a small pIcture to be placed
on the card and a stamped, self-addressed envelope, so that the card can be
maIled back to the appllcant. The card is normally processed and maIled In
a week. To date, over 30,000 cards have been Issued to senlors to Ylde the
BIg Blue BUses.

Federal Requ~rement for Reduced Fare
Santa ~onlca's program ~s more l~beral than that mandated s~nce 1974 by the
federal Urban ~ass Transportat~on ~dmlnlstratlon(U~ITA) as a condItIon for
the rece~pt of federal operatIng funds. Federal law requ~res that a program
be establ~shed to enable c~tIzens 65 years of age and over to ride buses for
half fare. ThIS dIscount need only be In effect between rush hours and after
the evenIng peak hour
At one t~me, the TransportatIon Department d~d restr~ct use of the dIscount
program to non-peak periods, ~onday through FrIday from 9:00 a.m. to 3 :00 p.m.
as well as from 7 00 p.m to midn~ght, and on weekends and holidays from
5 00 a m to mIdnIght. Peak hour restr~ct~ons were removed In Apr~l 1974 as
one element of the Flat Fare Program sponsored by L.A. County. After the end
of th~s program, none of the L A. County trans~t systems, ~nclud~ng nearby
Culver CIty and the SCRTD, reinstItuted the peak hour restrIctIon, but Instead
used avaIlable State and federal funds to make up the dIfference
LACTC County-wIde IdentIfIcatIon Card
Some tIme ago, the Los ~ngeles County Transportat~on CommISSIon asked tranSIt
operators to form a commIttee to study and make recommendatIons on a county-wIde
senIor clt~zen IdentIfIcatIon card program. The l.d. card was env~sloned as
a SIngle source of ~dentlflcatlon to prove eligIb~llty for the prevaIlIng dIS-
count rate on any major transit system. In Its report, the commIttee supported
the concept, as long as the card would carry a p~cture to Identify the holder
The Comm~sslon dIsagreed WIth the operator's recommendatIon concernIng the photo-
graph. ThIS act~on apparently resulted from the oppOSItion to the photo from

July 5, 1979, LACTC sent the attached letter requestIng that we JOIn the
county-wIde IdentIfIcatIon card program
CIty staff requested further infolTIatlon about the program from LACTC, through
the attached letter of July 12th. To dISCUSS our concerns CommIsSIoner Wendell
Cox and several members of the L~CTC staff met wIth Councilperson ChrIs Reed
and City staff on July 12th and, In the attached letter dated July 30, 1979,
responded to our questIons In wrItIng
We asked for a lIst of locations where senIors could apply for the card. ~t
the meetIng, and In theIr letter, L~CTC could only supply us WIth a lIst of
proposed locatIons WIthIn the city lImIts, but have promIsed to send us the
full lISt of applIcatIon outlets In our serVIce area.
We then dIscussed the documentatIon reqUIred of the senIor to verIfy age at
the tIme of applIcatIon. According to CommISSIon staff, only a bIrth certI-
fIcate or drIvers lIcense WIll be accepted as adequate proof of age Based
on our experIence WIth the program, we suggested adding other forms of do-
cumentatIon, Including medicare cards and passports.
CommIssion staff also covered our questIons concernIng control of card mIsue.
They agreed that the bus drIver could ask for further IdentIfIcatIon or pIck
up a card If there was a reasonable SUspICIon of mIsuse, as long as the CIty
assumed all lIabIlIty for any lItIgatIon resultIng from mIstakes.

On July 27, 1979, the Governor slgned a blll, authored by Senator Sleroty,
mandatIng the acceptance of the Department of Motor Vehlcles SenIor Cltlzen
Identlficatlon Card and the Medlcare Card by all transit systems In the State
as proof of elIglbIlIty for a reduced fare. ThIs leglslation wlll take effect
on January 1, 1980. A copy of thIS bIll, SB585, lS attached for your infor-
matlon
The Medicare Card IS normally Issued to those over 65 years of age, but can
be obtaIned by dIsabled people over 25 years of age (the CommlSSIon's letter
of July 30, 1979, statIng the Medlcare age criterIa to be 62, lS In error J .
The Department of ~Iotor Vehlcles card is lssued through local D~N offIces to
those over 62 years of age and IS good for ten years. The prlce of the
latter card lS $3.00.
In Vlelv of thIS new legIslatIon, of WhICh the Commlsslon was apparently unaware,
lt appears that the LACTC program, as well as the current Santa MonIca program,
WIll be unnecessary. As mentioned In the LACTC letter, Federal leglslatIon
concernIng the use of the ~edIcare card is also pending.
Alternatives
1. The CIty could vote to JOIn the LACTC countY-WIde senior cltIzen i.d.
program if, In fact, the LACTC deCIdes to continue purSUIng such a
program after it conSIders the effects of the recentl)" adopted State
legIslatIon ThIS would be In lIne WIth the Area Agency on AgIng's
request. The dIsadvantages Include the lack of control over lssuance
of the cards and, as dlscussed ln the background portIon, a resultIng
loss of revenue. JoinIng the L~CTC program may make lt dIffIcult for
the Clty to reSIst any future changes In age or other crIterIa WhIch
the Commlsslon might later approve.

2. In lIne wIth Senator Sleroty's legIslatIon, the City could agree to
accept the MedIcare Card and the D~W Card earlIer than the legIs-
latIvely mandated January 1, 1980 effectIve date. The CIty'S present
senIor cItIzen IdentifIcatIon program could be dIscontInued on that
date, as It would be unnecessary. Cards that have been Issued or
applIed for already would contInue to be honored In the future.
3. The CIty could agree to one of the above alternatIves, along with a
change In the mInImum age or a restrIctIon on use of the fare to
non-peak hours only. If the age were changed to 65, we would recommend
that all those between 62 and 65, presently holdIng our cards, be
allowed to contInue USIng them. A restrIctIon against obtaInIng the
fare dIscount In the peak-perIod may conVInce more seniors to use the
bus durIng non-peak hours, when more seats are avaIlable, as well as
produce SlIghtly greater income. At the same tIme, changIng eIther
crlterla would destroy the unIformity of hours and ages that now pre-
vaIls among the transIt systems In the area
RecommendatIon
Staff feels that the Commission's goals WIll be met through the standardized
acceptance of the MedIcare Card and the Department of ~Iotor VehIcles SenIor
CItIzens IdentIfIcatIon Card. Staff therefore recommends that the CIty
Council approve dIscontInuance of our current senIor CItIzen IdentIfIcatIon
card program and, Instead. recognIze the }ledlCare Card and the D~N card as
proper IdentIfIcatIon to receIve the senlor CItIzens reduced fare effective
September 1, 1979.

Dear Mayor Van Den Steenhoven:
I am writing to inform you of an action by the Los Angeles
County Transportation Co~mlssion regarding a uniform county-
wide senior citizen identification card for use on public
transit systems in Los Angeles County. After considerable
review, the cow~ission adopted a policy this past March,
WhlCh involves use of a single card, wlthcut a requirement
for a photograph (but allowing space for one at the option
of transit operators).
We invite the full participation of Santa Monica.s system
in this progr~~, including acceptance on all transit systems
of cards, whether photographs are included or not included
on those cards.
To date, seven of the eight maJor transit operators in our
County have agreed to participate in the program; only Santa
~onica has yet to agree to participate at this time.
In adopting a single senior citizen transit card, the
Commlssion is seeking to improve on the current situation
of ~equiring a senior citizen who wants to use more than
one of the CC~isslon's publicly supported translt systems
to secure a separate I.D. card from each system. Currently,
virtually each operator has its own 1.0. card, with no
reciprlcal agreements. The sole exception is between SCRTD
and Montebello, who both currently honor the County of Los
Angeles Department of Senior Citizens Affai~s' reduced
transit fare card. These cards are issued without charge
to the senior applicant.

Some time ago we requested information concerning LACTC1s proposed county-
wide Senior Citizen discount program so that our City Council would have
all of the necessary information when it considers Santa Monicals parti-
c:ipation in the program.
We now intend to place the matter before the Council at its first meeting in
August and would therefore appreciate receiving, by July 30, 1979, information
describing the program. including answers to the following questions:
1) To what specific locations within our service area will Seniors go to
make application for the card?

2) What documentation will be- required to verify age \then the application
is made?
3) Can a bus driver ask for further identification or pick up a card if
he has Teason to believe that the card is being misused.
4) What procedure will be used to prevent an individual from obtaining an
unlimited number of discount cards?
As you know6 we are concerned about the opportunities for abuse of the
program because of the lack of photo identification on tlle proposed county-
wide card. Because cards are never returned wllen the user moves or passes
awaY6 we foresee an ever-increasing pool of discowlt cards floating around,
which will help increase the instances of misuse and result in a loss of
revenue6 hastening future fare increases for all passengers.

In checking with transit systems in other areas of the state we find that a
majority of them use photographs to maintain the necessary control. In
addition, we learned that the t.letropolitan Transit Commission in the San
Francisco Bay Area already has in effect a program similar to that proposed
by LACTC~ except that their program covers six counties and utilizes a card
which requires photo identification. We also leanled that San Diego Transit
originally installed a no photograph plan, but then found it necessary to
require a photo in order to curb abuse and reduce confrontations between
drivers and cardholders who did not look old enough.

In view of the above we would appreciate. in addition to the other infonmat~on
requested, any comments or suggestions you may have concerning the possibility
of requiring photo identification. at no cost to the applicant, on the pro-
posed county-wide card.

As was -agreed in your office on July 17, 1979, this letter
puts into writing the responses to the questions contained
in your letter dated July 12, 1979.
The administrative details of the program have been exten-
sively discussed for over a year at our Bus Operations
Subcommittee meetings and by a special task force estab-
lished to study this program. The lengthy deliberations
were brought about by the wide range of issues related to
this program including your stated fear of widespread
abuse. In fact virtually every operator in our county has
their own 1.0. card because, among other things, of their
original concern for potential abuse. After going over the
proposed administrative procedures, however, their concerns
were alleviated to the point where all have agreed to fully
participate in the program.
Costs are a major concern of the Commission and I am
pleased that you share this concern. However, I believe
that the experience of both the Southern California Rapid
Transit District and the Montebello Municipal Bus Lines in
changing over from an 1.0. card with a photo to one without
a photo demonstrate that if there is any abuse occurring,
the magnitude is so small as to be immeasureable.
Regarding the specific questions in your letter, I will
answer them in the order listed:

Attachment A. Locations in the balance of your
service area have been requested from the DSCA and
will be available shortly (July and August are
their vacation months).
2} Currently the Department of Senior Citizens'
Affairs require either a birth certificate or
driver's license for proof of age. Under
extenuating circumstances the Medicare card is
also accepted.
As you suggested passports could also be
designated as acceptable for proof of age.
3) We have been informed by our attorney that as
long as the agency by which the driver is
employed assumes all liability for any litiga-
tion resulting from mistakes, the driver can
ask for further identification or pick up a
card when he feels an abuse has occurred. A
more proper procedure would be to have the
driver record the name and card number and to
have the issuing agency, the OSCA, followup and
take back the card if a violation is determined.
4) Quite frankly there is no "fail safe" mechanism
set-up to prevent an ambitious senior citizen
from traveling around the county submitting a
multitude of applications for 1.0. cards. This
issue has been discussed with the DSCA adminis-
tration and they are confident that a large
number of applications with the same name and
address would be detected by the two staff
persons responsible for processing the applications
and the card(s) would be revoked.
An additional issue which you brought up during the meeting
on July 17, 1979 concerned proposed Congressional legislation
S 1269, introduced by Senator Richard S. Schweiker (Attach-
ment B). Under this bill, presentation of a Medicare card
would be sufficient to qualify an individual for reduced
transit fares. Our follow-up investigation disclosed some
opposition has been registered particularly by eastern
operators with an eligibility age of 65 years. The Medicare
card eligibility age is 62 years. The prognosis of our
Washington consultant is a long time before passage of this
bill (if ever). In our county, the Area Agency on Aging Senior
Advisory Council will discuss this matter at their meeting in
August and provide us a report on their assessment.

There are two comments, I feel need to be made. First, the
DSCA takes its responsibilities seriously and does a thorough
job of reviewing applications and of documentation of age.
Secondly, the DSCA recognizes the value of the I.D. cards
and therefore are conscientious in their administration of
the cards to prevent any misuse.
The Commission unanimously adopted the countywide senior
Citizen I.D. card program. I believe the benefits to our
senior residents will be substantial and the administrative
procedures will prevent any significant abuses. I hope that
this discussion will allay your concerns about the program
and that you will choose to fully participate.
