SUBJECT: Request to address the Councll regardlng the
lmpact of Proposition 41 on the resldents of
Santa Monlca.
The Social SerVlces CommlSSlon would like to present lnforma-
tion to the City Council regarding the negatlve lffipact they
feel PropoSltlon 41 wlll have on the resldents of Santa Monlca.
Background
Proposltlon 41, sponsored by Assemblyman Ross Johnson, would
llmlt Callforniats welfare and Medl-Cal Budget to 10% more
than the average of welfare spendlng per captia ln the other
49 states. Publlc Aid Programs deslgned excluslvely for the
aged, bllnd and dlsabled would not be cut back, although re-
ductlons in Medi-Cal would affect all reclpients.
Under the measure, Governor George DeukmeJian would appolnt
seven county officials to a new Public Assistance Commlssion
WhlCh would gather data from the other states and set Cali-
fornia's spending Ilmit.
The Leglslature then would deClde how to divlde whatever
money is available. Its cholces would include reducing
beneflt levels, Ilmltlng ellgibility, elimlnating optional I'''_~
