SUBJECT: APPOINTMENT OF CHRISTINE E. REED TO METROPOLITAN WATER
DISTRICT BOARD
INTRODUCTION
This report recommends that the city council formalize the
appointment of Christine E. Reed to the Metropolitan Water
District Board, made on January 26, 1988, by roll call vote and
adoption of a resolution on the appointment.
BACKGROUND
At the January 26, 1988, meeting of the city Council,
Counci1member Reed was appointed to fill the unexpired term
ending December 31, 1988, on the Metropolitan Water District
Board.
During subsequent discussion with the Executive Secretary of the
Metropolitan Water District,
it was determined that the
documentation necessary to seat councilmember Reed on the Board
is not complete.
The Board requires a certified copy of an
excerpt of the Council minutes concerning the appointment, and
the minutes should reflect that Councilmember Reed abstained from
the vote so as to avoid any conflict of interest. since the vote
was not a roll call, it is not clear from the transcript of the
meeting that Counci1member Reed did not vote, and therefore the
minutes cannot reflect her abstention.

In addition, the Board requires that a resolution approving the
appointment be adopted.
FISCAL/BUDGETARY IMPACT
There is no budget impact associated with this action.
RECOMMENDATION
It is recommended that Council vote, by roll call, to appoint
Councilmember Reed to the Metropolitan Water District Board for
the unexpired term ending December 31, 1988, and adopt the
attached resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA APPROVING THE APPOINTMENT OF CHRISTINE E.
REED TO THE BOARD OF THE METROPOLITAN WATER DISTRICT

WHEREAS, Pursuant to section~of the Metropolitan Water
District Act, the city Council of the City of Santa Monica has
appointed CHRISTINE E. REED to the Metropolitan Water District
Board to fill an unexpired term ending on December 31, 1988,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE:
SECTION 1. That the appointment of Christine E. Reed to the
Metropoli tan Water District Board to fill the unexpired term
ending December 31, 1988, is hereby approved.
SECTION 2. That Christine E. Reed shall serve until the
expiration of the term and until a successor is appointed and
qualified.
SECTION 3. The City Clerk shall certify to the adoption of
this Resolution, and henceforth and hereafter the same shall be
in full force and effect.
