Introduction
ThlS report transmits a resolutlon of the Library Board re~ard-
lug the shortage of parklng at the ~aln Llbrary.
Background
In ~ay, 1982, the Santa ~onlca Family YMCA, located at 1332
6th Street, was granted a variance by the Planning Commission
fro~ haVing to provide additional parking for the flrst phase
of its expanslon pro~ram.
Subsequent to that meetlng, YMCA
Board Member James ~ount attended a F.eetlng of the Llbrary
Board to discuss the Y's plans WIth the Board. The Board had
some concerns that the expansion would lncrease the already
overcrowded parklng in the area.
Mr. ~ount assured the Board that Since thls phase of the
expanSion of ltS phySical facilitv would not pernit any addi-
tions to Y programs. the inpact on the parking would be mlnlITal.
He also adVIsed the Board that, as the var~ance had been granted
With the condltion that the Y actively pursue a park~n~ assess-
ment dlstrlct in the area, the Y intended to call a meeting
of all property owners lil the area to dlSCUSS thlS.

As a result, the L~brary Board declded not to oppose the
VaYlance.
They endorsed the y's plan to hold meetings with
property owners, and urged Mr. Mount to schedule a fleeting
soon.
The Y has conducted two meetIngs at which representatives from
the Llbrary, General Telephone, Century Federal, and other
property owners have been present.
A consensus has been
reached that a parking shortage exists, and to recommend that
a parklng structure be built on Parking Lot ~o. 18, which
fronts 7th Street.
Representatives from the Y and the LIbrary
have met wlth Clty staff to begin exploring the feasibility
of fundIng and bu~lding a structure.
Llbrary Board Actlon
The Llbrary Board discussed the recommendation of the property
owners concerning Lot 18 at its meetlng of August 18, 1982.
Slnce library staff contInues to receive complaints from
llbrary patrons who are unable to find parking, the Board is
very lnterested in flndlng a solutIon to the parklng shortage.
The y's plans for expanslon and General Telephone's inability
to provide adequate parking for ~ts employees make the need
for more parking ln the area acute.
The Board voted to approve the attached resolution for trans-
mlSSlon to the City CounC11.

A RESOLUTIOK OF THE SANTA MONICA
LIBRARY BOARD REGARDING PARKING
AT XAIN LIBRARY
WHEREAS, there has been a shortage of parking spaces
for users and staff of the Main L1brary for over ten years; and
WHEREAS, th~s shortage has been the source of regular
CItizen complaints and interfered with their use of the Main
Library; and
WHEREAS. thIS shortage also affects users of the YMCA
and employees of General Telephone who must park in the area;
and
WHEREAS, a committee composed of representatives from
the Llbrary, the YMCA, General Telephone and other interested
property owners have recoffiflended that the City of Santa Monica
study the feaslblllty of constructing a parkin~ structure
over Lot 18 as a solution to thls shortage; now, therefore.
be it
RESOLVED. that the L2brary Board of the Santa Honlca
Publlc Llbrary bereby endorses the proposal for a parklng
structure over Lot 18; and be it further
RESOLVED~ that the Library Board recommends to the
City Councll of tb~ City of Santa MoniLa that a solution to
the parklng shortage 1n the area of the ~ain Llbrary be given
high priority.
