Z CE/D:HD:SW:DO city council Meeting: May 22, 1990 Santa Monica, california To: city council From: Housing Commission Subject: Recommendation to Adopt Resolution supporting state Proposition 107 INTRODUCTION This report transmits for consideration a resolution from the Housing Commission that the council support State Proposition 107 on the June 5th, 1990 ballot. On April 19, 1990, the Housing commission voted to recommend that the council support proposition 107. BACKGROUND The extent of the affordable housing problem in California is of crisis proportions. There are estimates of 250,000 homeless individuals in California, with millions more paying rents over 50% of their incomes or living in substandard housing. Federal housing subsidies are on the decline and it is imperative that the state government assist local jurisdictions financially in addressing the crisis. /() -~ MAY 2 2 1990 . . DISCUSSION proposition 107 is not the complete answer to the housing crisis, but it is a positive step in the right direction. proposition 107 will provide $150 million in financing for the homeless, the elderly, the handicapped and young families. The Proposition will allocate $100 million to build 4,000 new rental units, $10 million to provide 13,000 emergency shelter beds, $15 million to rehab 10,500 units and $25 million to finance home loans for 2,000 first time homebuyers. The emphasis on new housing production is particularly important to cities like Santa Monica where there is a lack of affordable units. The City Council's adoption of the attached resolution will evidence the Council's endorsement of proposition 107 and demonstrate the city's support for a meaningful level of state funding for local housing efforts. RECOMMENDATION In the past, City Housing Division staff have tried to use state funds to stretch local public dollars while maintaining affordable rent levels. continued housing assistance is important in light of the large number of senior citizens and families on our section 8 waiting list. The Housing Commission recommends that the City Council support Proposition 107 and adopt the attached resolution. .::. . . t RESOLUTION NUMBER 8028 (CCS) (City council Series) A RESOLUTION OP THE CITY COUNCIL OP THE CITY OF SANTA MONICA SUPPORTING STATE PROPOSITION 107 WHEREAS, there are 250,000 homeless in California; and WHEREAS, one third of the homeless in California are families with children under 18 years of age; and WHEREAS, California has the largest shortage of low income rental housing in the nation and there are four poor families for every unit of low-income housing in the state; and WHEREAS, at least 130,000 federally assisted rental housing units in California risk conversion to non low-income use by the year 2008 as federal subsidies terminate; and WHEREAS, each year fewer and fewer Californians can aspire to home ownership so that currently only 16% of the households in California can afford the state's median-priced home compared to 23% affordability one year ago; and WHEREAS, according to estimates of the California Department of Housing and Community Development at least 7% of the state's households live in overcrowded housing, and 40% of the state's farmworkers are living in overcrowded units; and WHEREAS, according to HCD 1. 3 millon, or 13%, of the state's housing units need to be rehabilitated or replaced; and WHEREAS, California, once a leader in the area of affordable housing, currently lags behind comparable states in both total and per capita funding for homeless and affordable housing programs: and WHEREAS, Proposition 107 authorizes $150 million in general obligation bonds to build, rehabilitate and purchase housing: WHEREAS, individual citizens and organizations concerned with housing and homelessness have come together to support ProposItion 107 on the June, 1990 ballot; and WHEREAS, the Santa Monica City Council finds that the state of California needs a new commitment to affordable housing and a meaningful level of funding to help local communities address the + . . rapidly growing housing handicapped, veterans, families with children, unavailable, problems of the homeless, the elderly, the the mentally ill, single mothers, young and others for whom affordable housing is NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA RESOLVES AS FOLLOWS: Section 1. The city Council hereby endorses Proposition 107 Section 2. The city Clerk shall certifY to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
