SR-106-015 EPWM:EP:BJ:DK Council Meeting: July 22, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Appoint New Members to the City’s Task Force on the Environment INTRODUCTION This report recommends that City Council appoint David Hertz and Erik Neandross as new members to fill two vacant positions on the Task Force on the Environment. BACKGROUND The Task Force on the Environment was established by City Council in July 1991 with the appointment of seven members recommended by the City Manager. Each of the seven members either resides or is employed within the City of Santa Monica. The members possess expertise in various environmental areas ranging from stormwater pollution control to energy efficiency. Since its inception, the Task Force has provided input and leadership on numerous environmental issues impacting the City and was the principal sponsor of the Santa Monica Sustainable City Plan. The Task Force plays a critical role in the review and 1 goal setting process for the City’s broad environmental agenda and has provided ongoing advice and expertise as specific program proposals have been formulated. DISCUSSION Tim Carmichael and Bobby Rees have recently resigned from the Task Force because both relocated outside of the City of Santa Monica. Mr. Carmichael provide the Task Force with expertise in air quality and sustainable transportation and Mr. Rees provided expertise in sustainable design and construction. To fill the two vacancies, City staff posted advertisements in local newspapers inviting applications from persons living or working in Santa Monica. The four applications received and reviewed by the Task Force at their June 16, 2003 meeting are attached. Applicants David Hertz and Erik Neandross were recommended by the Task Force to fill the two vacancies based on that review. David Hertz is an architect with significant expertise in sustainable design and construction. He has owned and operated Syndesis, a design and manufacturing company located in Santa Monica for the past 17 years. Syndesis was awarded a Santa Monica Sustainable Quality Award in 1998. Erik Neandross is a Santa Monica resident and is Vice President of Gladstein and Associates, an environmental consulting firm located in Santa Monica. He has significant experience and expertise in the areas of sustainable transportation, air quality and alternative fuel vehicles. BUDGET/FISCAL IMPACT There are no fiscal impacts associated with the recommendation of this staff report. 2 RECOMMENDATIONS It is recommended that City Council authorize the City Manager to appoint David Hertz and Erik Neandross as new members to fill the vacant positions on the Santa Monica Task Force on the Environment.
