The Arts Commisslon has unanimously voted to request that the
Commisslon's budget be amended as follows:

Foundation remains committed to ralsing $34,900 as a 2:1 match to
thlS llne item, which represents the Clty'S share of lts commitment
to the Commlsslon's ?rograms. Decrease due to transfer of lnternship
costs ($3000) from 506 account to 439 account.
ANALYSIS
Durlng budget hearings in 1983 and 1984, the Arts Cornmlsslon and
the Santa Monica Arts Foundatlon reached lnformal agreement wlth
the Clty Counc~l that the Foundation would be comm~tted to ra~slng
funds from non-clty sources to match the City's share of the Commisslon's
budget, on a 2:1 basls. That commltment was not formally adopted
by the Clty Council, and detalls of ltS lmplementation were not
clearly def~ned. Further, the Arts Foundatlon was delayed untll
March, 1985 ln obtalnlng its notlce of tax-exempt status, so has
been unable to proceed as proJected ln its fund-ralsing efforts.
The Councll 1S scheduled to appolnt a maJority of the Foundatlon's
membershlp at lts next meetlng.
The CommlSSlon has allocated the bulk of ltS 506 budget to grants
to several community arts organizatlons, to support such actlvltles
as a chamber mUS1C serles, subsldized theater and mUS1C performances
for seniors, and special exhlblt~ons at several locations. Over
10 such grants were awarded last year, and many more appllcatlons
are antlclpated thlS year. ThlS program has been the Commlsslon's
most successful outreach to the Communlty, and has lmpacted a more
varied audience than any othe program.
Enforcement of the Mamager's prcposed constralnt in the budget
submlttal would delay selectlon and release of the Cornmlsslon's
program funds to arts organlzatlons untll after the Foundatlon
has ralsed ltS matchlng share, thereby delaYlng those organizations'
plannlng and scheduling of actlvitles. ThlS would probably result
