SUBJECT: Recommendation to Approve Amendment to Arts Foundation
Bylaws
Introduction
This report recommends that the City Council approve an amendment
to Article V, section 8 of the Arts Foundation By-Laws to state
that henceforth notice of Arts Foundation meetings be filed with
the City clerk and delete a requirement that meeting notices be
published in a general circulation newspaper. Since the Arts
Commission is not required to publish meeting notices the Arts
Foundation would like to change its By-Laws as such although
Foundation meetings will still remain open to the public.
Discussion
Article XI section 4 of the By-Laws of the Arts Foundation state
said By-Laws may be amended by approval of the Board of Directors
and the Arts Commission, effective upon written notification to
the Corporation by the city Clerk after approval by the Council.
In the interest of economy and efficiency in compliance with
rulesl a resolution approving the requested By-Law change was
uanimously approved by the Arts Foundation Board at its meeting
of September 27, 1988 and unanimously approved by the Arts
Commission at its meeting of October 17, 1988.

BUDGET AND FISCAL IMPACT
An elimination of the requirement to advertise meetings in the
newspaper will result in an annual savings of approximately
$100.00.
Recommendation
staff recommends the By-Law change recommended by the Arts
Foundation and Arts Commission be approved by council and the
City Clerk be requested to notify the Corporation of the change
in writing as required.

Under the Brown Act, Government Code 54954.2 agendas
must be posted no later than 72 hours prlor to a
regular meetlng and 24 hours prlor to a speclal
meetlng.
