One s~ecific suggestion was the sponsorship or a Santa Monica aly~oics Arts F-'estivaI for 1984. 3. ~rts education activities might I~cl~de artists visiting sc~ools fer . prolonged residencies~ community visiting a~ts studios. c~ildrenls art exhibitions and ~erformances. and in an advocacy role. u,e examj~ac'cn or .9- e e Reoort of Task ~orce on the Ar~s )ecamoer 14, 198: . cutbacks in arts education and tbe encouragement c; fundj~g in t'IS a~ea. 4. ~ore oooort~nities for artists would OC~Ui by ~ktng ;ult Jse of fac:l Itles in Santa ~onica, i~cluding outdoor soaces, st~eets (~or sr~eet festivals), malls and schools (for lunch, after~oon and ot~er ~eekday =er~or~ances) The resource and info~atlon center Nould OOerate to encourage such activl t;es by researching existing facilities and ~el~ing to c~ord;~ate :1e use of facIlities. Transportation facilitIes. such as ~uses, ~ig~t also ~e considered as places ror ~eadings or perfor~ance. 5. The creation of an arts comolex for the City of Santa Monica, Incl~di19 housing for artists, might reVItalize the ~all or ot,er Santa ~on;ca neighborhoods. 5. Utilization of the Cltyls cable television c~annel rOi arts ~iogra~ml~g ~ would provide opportunities in ~any arts areas. C. Vi5r~lljty ot the Arts: The Commission ~ight aid artists and arts organ1zat'ons bv working to increase the visibi1ity of the arts. It could serve 3S an ar~s advocate~ and also provide practical help~ such as: establishing a graohic arts de?artment, w~jch could include the ~ublicat:on of an arts ,ewsletter; provide guidance and promotion ror artists, especially ~jnorlt:es and young artists; facilitate aggressive ~arketing in the arts; encourage arts in puoi IC places, and deveJoo acquisition poi icy for tne City ,egarding :Me conation and commissionIng of art wor~s. o. Fundinvof the ~rts: The Commission ~lgnt consider an annual Artists 3all to raise funds for the arts; encourage funding of individual ar:ists and ar~s organizations; provide lnfornatlcn on grants and funding sources; create a voucher system~ subsidizing the purchase of tickets, to increase accessloil ,ty ~ or the arts. serve as an advocate to ~el~ the arts receive ~uolic funding. -10- e e Report of Task Force on ~he Arts December 11, 1981 . V 3~NEFITS It is the fir.n belief of t~e Task Force that a 5lzeaole and aggress;ve arts orogram will have both direct and indi-ect oenerlts to ~he City or Santa ~cn!ca and its cItizens. I: is also recognized that art and artists are a ~esaUjce :0 je developed and treasured by the community. .3,. Quality of Life: It is recognized that the ar':s are among :;~e "1ighes: creations of humanity, and their enjoyment an r~calculable e~r;c~ment of our jives. .3, story, a ~lay. a dance, a oiece of ~usic. the image of a paj~ting or ~Iece of sculpture live on in our collective nemories and bind us together as a community. These wor~s are a hallmark of a culture, and ever1 citizen has a risnt to exper-i ences tha t exoand and en 1 i gh ten the i r" lives. B. EconomiC 8ener:ts; Other cities have discovered t~at ~unicjpai arts orog~ams . stimulate the private sector economy and 3enerate addditionai tax ieVenues. Restaurants. shoes, hoteis and ~tels obviously benefit from addlticral tourists. Permanent drama and dance companies pay salaries, and thej~ emcloyees in turn use public facilities, banksy housing, pay taxes. buy clothing, goods and services. The City of Minneapol1s, for e~ample, conservatively esti~ates ~Mat its investment ~n the arts has a multl?lier effec~ in t~e general ecor-omy of at least 2~ times ~he Investment.
