SUBJECT' Recommendations RegardIng the Report
of the Task Force on the Arts
The CItizens Task Force on the Arts is to be commended for the amount of time
and energy devoted to its purpose, which has resulted in a very comprehensive
and complete report to City Council, City staff has reviewed the Task Force
Report and submits the following comments and recommendations. This report
is intended as a supplement to the Task Force Report. City staff concurs with
the recommendations of the Arts Task Force except for the sections specifically
outlIned below. If City Council approves, it is intended that the recoMmended
lanquage submitted in this staff report be incorporated in the ordinance for
the establishment of the Arts Comnisslon, where appropriate.
I. STATEMENT OF PURPOSE - City staff agrees with the Statement of Purpose
(Page 1) as presented by the Task Force, however, recommends the deletion
of the "'lords \land distributelt in the third paragraph.
I I. COMMISSION STRUCTURE - There are no suggested changes for the opening para-
graph. Staff recommends the following additions to Section A:
A. Representation - Include in the Visual Arts category (Page 2, #2) the
example "applied arts.1I Also, at the end of Section IIA (Page 2) add:
"8. Private Se.c;tor Developerll as an additional category to be represented.
B. Number, Distribution, Co~mission Chair, and Terms of Office - Staff
recommends the following substitute language for the first paragraph
(Page 2). "There shall be nine (9) CommIssioners, selected to ensure

on the Commission shall also reflect the diversity and richness of Santa
Monica's neighborhoods. A majority of the Commission shall be actively
involved in the arts. All Commissioners must either reside or work in the
City of Santa Monica."
City staff agrees with the language in the second paragraph of Section
lIB of the Task Force Report (Page 2) regarding the provision for length
of terms and election of a Chair.
C. Staffing - It is the recommendation of City staff that the following
paragraph replace the five paragraphs ipcluded in Section I IC of the
Task Force Report (Pages 2&3): liThe Commission shall have a staff.
The amount and type of staff is to be determined by City Council during
the regular City budget process. The staff of the Commission shall
report directly to the City Manager. If additional staff is hired,
staff shall be hired with input and involvement of the Commission.11
D. & E. Committees and Meetings - Staff concurs with the recommendations of the
Task Force for Sections I I D & E (Pages 3&4) and recommends these pro-
visions be incorporated in Commission bylaws.
F. Powers and Responsibilities - Task Force members and City staff agreed
to revisions to Section IIF (Pages 4, 5&6) which are outlined below.
Substitute language for Items #1&2 IS as follows
"l. The primary role of of the Santa Monica Arts Commission will be to
initiate and advocate programs in the arts for the City of Santa
Monica. It shall provide advice to the City Council on all matters
pertaining to the arts and culture. Its programs shall assist
artists, endeavor to enhance the role of the arts in the life of

the Santa Monica community, and shall address in general the Commission's
Statement of Purpose.
1'2. It is the intent that the Arts Commission, while operating under the
authority delegated by the City Council, have the autonomy to make artis-
tic decisions and recommend the award of contracts. It is anticipated that
the Commission will delegate the actual operation of its programs to
existing arts organizations and private contractors. It IS therefore
advised that the Commission appoint panels of experts to judge proposals
for arts projects and that the panels serve in an advisory capacity re-
garding the award of contracts. Commission artistic program decisions
may be appealed to the City Counci1."
There are no changes to Items #2a & b, and Item #3 (Page 5).
City staff and Task Force members agree that Items #4a & b (Pages 5 & 6) are to
be revised as follows:
Ila. City Departments' The Arts Commission shall have the responsibility
for advocating and helping coordinate and facilitate arts activities
in City departments. The Arts Commissionls support staff shall report
directly to the City Manager. Decision-making in matters of adminis-
trative concern shall rest with the City Manager and designated department
heads.
lib. City Commissions. The Arts Commission shall serve as an advocate for
the arts and shall work cooperatively with other commissions in matters
pertaining to arts activites."
Item #4c (Page 6) remains unchanged.
It has been agreed by both Task Force members and City staff that the entire
Item #5 (Page 6) be replaced with language as outlined below:

lib. review of all proposals for art works for public buildings and
public spaces with recommendations forwarded directly to the City

c. coordination with the Architectural Review Board for approval of
proposals for art works in new private commercial construction;
d. involvement in matters pertaining to the City's cable television
channel, especially to the extent they relate to arts and
cultural activity; and
e. consideration and selection of individual artists for art works
commissioned by the City or art programs approved by City Council,
when appropriate."
III. FUND~NG ANI) BUDGET - In the area of funding and budget, City staff differs
from the Arts Task Force in its recommendations to City Council. Staff
suggests that the entire Section I I r (Pages 6 through 9) of the Task Force
Report be replaced by the follo\'Jing' "There shall be a budget that shall
support the Arts Commission. This budget shall be included in the annual
Municipal budget prepared by the City Manager and submitted to the City
Council for its approval. Among the first tasks of the Arts Commission
shall be:
A. The development of a l%-for-the-Arts Ordinance to be applied to capital
construction undertaken by the City of Santa Monica within the constraints
imposed by funding sources; and
B. The development of an Arts Fee for all commercial development. This
Arts Fee shall be presented to Council in concert with all other development
fees.
All other revenue recommendations shall be reviewed as part of the budget
process.
liThe Arts Commission shall be authorized to accept donations, which shall be
deposited in a City trust fund; and to retain in the City's General Fund, revenue

generated by arts projects and programs. Additionally, the Commission shall be
authorized to pursue grants on behalf of the City."
City staff is in concurrence with the recommendations included in the balance
of the Task Force Report, which include Section IV PROGRAM PRIORITIES, Section V
BENEFITS and Section VI ACKNOWLEDGMENTS (Pages 9 through 13).
Recommendation
It is recommended that City Council:
1. Approve the Report of the Task Force on the Arts in concept with the
modifications recommended by City staff; and
2. Direct the City Attorney to draft an ordinance for the establishment of a
Santa Monica Arts Commission.

The Santa Monica Citizens Task rorce on the ~r:s recommends t~at t~e :r~y
or Santa Monica establish the Santa Monica Arts Commission with a starting annual
budget of $500,000. or S5.63 per capica~ The Task Force procoses that the ~uncs
be put into a General Fund for the Arts. which would ~e ~nder the jurisdictIon of
the Ar~s Commission.
Statistically. Santa ~onlca currently falis in :he lower range of ~er caolca
spending ;or municipal arts programs, spending S37,341 :0; its 88,000 Citizens. or
S.42 per capita (see Table !). According to the Cal ifor~ia ~rts Councri, ~~e average
figure for arts spending for cities of SImilar size :s $3.64 ~er capita. I~ should
oe noted that the current $.42 per caoita cernes F~om ~evenue Sharing ~unds; the~efore,
~ Santa ~onica actually allocates nothing ;or the arts ~iom its General F~nd.

In contrast, Santa ~anica spends 544.32 ~er capita on ~ecieatjCn and ~arks,
whereas t~e average ~er capita spendi19 on recreation and ~arks i' cities of si~IJar
size is 540.75. The Task Force is ~ot suggest'~g, of course, ~~at ~ec~eation and
Parks be cut, but rathe~ that t~e City Ccuncll ~eigh ~he comparative i1equlty in
its arts spendi'9. (Please refer to Table! and Table 3 for soec;f'c CIties and
budget n gures.)
The Task Force IS recommending a 5] ightlv ~igher ?er caoita spending f~~m
cities of comaarable size. because of Its unique ~ssjbilities as a regional resource.
Unl ike the cities in Table Z, Santa ~nica's oroxJmicy to a large ur~an center,
Los ~ngeles, increases t~e potential audie~ces for Santa ~onica arts orcgrams and
therefore t~e ;otentia! income. In addition, Santa ~onica can at:e~Pt T~re ambitious
projects than other cities ~ecause of its power :0 draw an ~egic~al resources.
Below is an outline of ~ssible Funding sources ror the General =~rd for t~e
Arts. It is envisioned that the work of the Commission and its ~rogiams wi 11 be
self-supporting eventually; but in the Interim. the Fund ~ight ~e f;nanced by a
combination 0; the following:
A. General Fund of the City CounCil. To be used for support of an office staff to
carry out the work of the Commission.

developed and treasured by the community.

of humanity, and their enjoyment an r~calculable e~r;c~ment of our jives. .3,
story, a ~lay. a dance, a oiece of ~usic. the image of a paj~ting or ~Iece of
sculpture live on in our collective nemories and bind us together as a community.
These wor~s are a hallmark of a culture, and ever1 citizen has a risnt to
exper-i ences tha t exoand and en 1 i gh ten the i r" lives.
B. EconomiC 8ener:ts; Other cities have discovered t~at ~unicjpai arts orog~ams
. stimulate the private sector economy and 3enerate addditionai tax ieVenues.
Restaurants. shoes, hoteis and ~tels obviously benefit from addlticral tourists.
Permanent drama and dance companies pay salaries, and thej~ emcloyees in turn
use public facilities, banksy housing, pay taxes. buy clothing, goods and
services. The City of Minneapol1s, for e~ample, conservatively esti~ates ~Mat
its investment ~n the arts has a multl?lier effec~ in t~e general ecor-omy of at
least 2~ times ~he Investment. Thus, a Santa ~onica arts program or 5500,000
per year couid generate $1.25 million of additional business in the private Sector

qual ity artIsts and audiences, which i, turn use cIty ;acil ;tles and add ~o CI ty
revenues.
