Process for Non-Promotional Recruitments; and Time Limits on

Recommended Action
It is recommended that the City Council adopt the attached resolution, which proposes a
ballot measure amending the City Charter and which supersedes Resolution 10158
(CCS).
Discussion
On July 25, 2006 the City Council adopted Resolution 10158 (CCS) which placed on the
ballot a proposed Charter Amendment amending various sections of the City Charter
including City Charter sections 601, 700, 701, 702, 707, 719, 1010, 1012, 1013, 1014,
1016, 1102, 1103, 1107 and 1108. These provisions re(ate to the civil service
cfassification of departmental directors, the City Clerk and members of her staff and
make other changes as noted.

Following the City Council's action, City Staff noted that the proposed ballot statement
was in excess of 75 words, the maximum number of words permitted by state law. The
attached resolution has been prepared within this word limit. Otherwise there are no
substantive differences between the attached resolution and Resolution 10158 (CCS).
