SUBJECT: Adoption of Resolution Accepting the Official Canvass and Official
Statement of Votes Cast for the All-Mail Special Municipal Election Held
on Friday, March 21, 2003, and Declaring the Results Thereof
INTRODUCTION
On Friday, March 21, 2003, a special municipal election was held in the City of Santa
Monica for the purpose of voting on the following measure:
“PROPOSITION A: Shall the Municipal Code be amended to
require the prior written consent of all property owners of record
before their buildings or other improvements in R1 Single Family
Districts could be designated as either landmarks or structures of
merit and before parcels could be designated as landmarks or
included in historic districts?”
BACKGROUND
On March 25, 2002, a notice of intent to circulate a petition proposing an amendment to
the City’s Landmark and Historic District Ordinance was filed with the City Clerk’s
Office. The petition was subsequently circulated, qualified and presented to Council on
November 12, 2002, with a recommendation to either adopt the ordinance as proposed
by the proponents of the measure, or to place the measure on the ballot and schedule
a special election. On December 10, 2002, the City Council called an all-mail special
election and set the election for Friday, March 21, 2003.

ELECTION RESULTS
Over a period of three days beginning February 20, 2003, a packet containing the
voter’s information pamphlet, a ballot, a secrecy envelope, and a return postage-paid
envelope was mailed to each of the 55,315 registered voters in the City.
Staff began receiving voted ballots on February 24, 2003, and continued receiving
them through 9:00 p.m., Friday, March 21, 2003. The majority of ballots were mailed in,
with a small percentage being personally delivered to City Hall throughout the voting
period and on Election Day. The measure failed by the following vote:
Total Registered Voters: 55,193
Total Yes Votes: 8,738 46.66%
Total No Votes: 9,987 53.33%
Ballots not voted: 38 .002%
TOTAL VOTES: 18,763 (34% turnout)
RECOMMENDATION
It is respectfully recommended that the City Council adopt the resolution certifying the
canvass of the votes cast at the special municipal election.
