Subject: Financial Software Licensing and Web-Enabled Software Upgrade
Recommended Action
It is recommended that the City Council authorize the City Manager to negotiate and
execute a contract with Oracle USA, Inc. in an amount not to exceed $72,000 to
upgrade the City's financial software to provide enterprise-wide licensing and a web-
enabled interFace and an amount not to exceed $17,000 a year for each of three years
for related software maintenance.
Executive Summary
Enterprise-wide licensing and the web-enabled interface for the City's financial software
system will allow all city staff to utilize the software and will provide a more accessible
user interface. This enterprise-wide licensing will replace a current licensing agreement
which limits City staff use of the system to sixty concurrent users and make the system
available to all City staff.
The web-enabled interface creates significant efficiencies for staff charged with
management and deployment of the system. In addition, the web-enabled version

provides improved performance capabilities over the current windows client-server
based software version.
Discussion
The City's financial system is utilized by staff throughout the City. This software has
been kept up to date since it was first used by City staff in March 1999. This upgrade
will keep the current JDE Oracle system up to date and provide maximum access for
City staff~to financial information.
Budget/Financial Impact
Funds for the upgrade to enterprise-wide licensing and web-enabled software in an
amount not to exceed $72,000 and to fund the related maintenance in an amount not to
exceed $17,000 for each of three years are available in account CM010557.58900 -
City Accounting Software.
