INTRODUCTION This report recommends that the City Council authorize the City Manager to negotiate and execute a contract with Landata Airborne Systems for an amount not to exceed $112,677 for digital aerial orthophotography. BACKGROUND Aerial photography of Santa Monica commissioned by the City was last done in 1993, prior to the Northridge Earthquake. After seven years, the photographs are outdated and need to be redone. The 1993 photographs were processed in black and white and were not adjusted for curvature of the earth or geo-referenced. They cannot be overlaid on other digital base maps in the City’s Geographic Information System (GIS). Nor did technology in 1993 allow for a Digital Elevation Model (DEM) for surface elevation data. Without a DEM, the existing aerial photography has limited use in many GIS applications. DISCUSSION In order to have up to date aerial images and data for the City’s GIS, a Request for Proposal was published on the City’s website and sent to six companies in February 2000. A selection committee of staff from the Information Systems, Utilities and 1 Engineering Divisions evaluated the three proposals submitted. Of the three proposals submitted, Landata Airborne Systems was found to be the most responsive and competitive bidder for the following reasons: Provides the most comprehensive scope of work and methodology best suited to deliver a high quality product; Only firm to completely meet or exceed project specifications; Qualified as having staff with the highest skills and experience; Provides the best customer references for projects of a similar nature; and Has provided similar services to twenty-one governmental agencies in Southern California. BUDGET/FINANCIAL The cost of the digital aerial orthophotography services will not exceed $112,677.
