SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute
Contracts with Future Technology Personnel, Carrera Consulting Group
and LAN Communications and Consulting for Technical Services for
Enhancement and Support of City Computer Applications.
INTRODUCTION
This report recommends that the City Council authorize the City Manager to negotiate
and execute contracts with Future Technology Personnel for an amount not to exceed
$75,000, Carrera Consulting Group for an amount not to exceed $200,000 and LAN
Communications and Consulting for an amount not to exceed $125,000 for technical
services for enhancement and support of City computer applications in fiscal year 1999-
2000 and for amounts not to exceed $100,000 per firm in fiscal year 2000-2001.
BACKGROUND
The City has implemented new client server technologies and has the need for
additional qualified technicians to augment staff in enhancing and supporting various
computer applications. Temporary contract services are needed to enhance and
support payroll, financials, permitting, imaging, transportation and several other
systems. Without these temporary services the full benefit of various computer
applications will not be realized.
DISCUSSION
Information Systems conducted a search of technology consulting firms and interviewed
several contractors to provide technical consulting services for fiscal years 1999-2000

and 2000-2001. The services to be provided include general programming and report
writing, PeopleSoft Payroll System programming and installation of microcomputer
software upgrades.
Of three firms contacted for general programming and report writing services, two firms
provided candidates for interviews. Of the two firms, staff found resources from Future
Technology Personnel to be the best qualified and offering the most competitive rates.
After interviewing four firms specializing in public sector payroll systems, the Carrera
Consulting Group was selected to assist the City in implementing the PeopleSoft
payroll system. In assisting with this implementation, Carrera obtained extensive
knowledge of City payroll practices. This knowledge along with competitive hourly
rates, makes Carrera the best qualified and most competitive firm for PeopleSoft Payroll
System programming services. A market comparison of Carrera skills and hourly rates
confirm they are the most qualified and competitive firm. After interviewing resources
from four local firms qualified to perform software upgrade installation services, staff
determined that LAN Communications and Consulting offered the best qualified
personnel at the most competitive rates. Further analysis determined that the fees of
these firms are reasonable for the expertise of assigned personnel and the work to be
performed.
BUDGET/FINANCIAL
The cost of these technical services during fiscal year 1999-2000 will not exceed
$75,000 for Future Technology Personnel, $200,000 for Carrera Consulting Group, and
$125,000 for LAN Communications and Consulting. Funds are available at accounts in
amounts not to exceed as follows:

Services provided by all firms in fiscal year 2000-2001 will not exceed $100,000 per
firm. Fiscal year 2000-2001 services, to be effected within the scope of these contracts,
will only be approved and ordered when sufficient budget authority is available in
appropriate accounts.
RECOMMENDATION
It is recommended Council authorize the City Manager to negotiate and execute
contracts with Future Technology Personnel for an amount not to exceed $75,000,
Carrera Consulting Group for an amount not to exceed $200,000 and LAN
Communications and Consulting for an amount not to exceed $125,000 for technical
consulting services in fiscal year 1999-2000 and for amounts not to exceed $100,000
per firm in fiscal year 2000-2001.
