Subject: Amendment to Agreement $541 (CCS) to Extend Services of Special
Representative for Homeless Initiatives
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a first modification to agreement 8541 (CCS) in the amount of $200,000 with
Edmund D. Edelman for services as the City's representative on homeless issues.
Executive Summary
In support of the City's efforts to reduce the impact of homelessness on residents of
Santa Monica and to stimulate regional action on the issue of homelessness, on April
26, 2005, the City Council authorized the engagement of services for that purpose. A
budget of $200,000 was allocated for the first year of the engagement as approved by
City Council on December 13, 2005. Council authorized funding in the FY 2006-2007
budget to continue Mr. Edelman's services for a second year.

Discussion
There continues to be momentum building to achieve an effective regional approach to
the issue of homelessness. Mr. Edelman has brought insight and leadership to these
efforts including participation in selection of the new Executive Director of the Los
Angeles Homeless Services Authority (LAHSA) and creation of the Santa Monica
Homeless Community Court with $500,000 in new County funding. The City and
County of Los Angeles are reconsidering governance of homeless initiatives at his
urging. He continues to serve on the Regional Leadership Dialogue on Homeless
sponsored by the California Endowment, Hilton and Weingart Foundations.
The flow of Proposition 63 mental health funds to Los Angeles County will also bring
new resources to bear on the dually diagnosed homeless, among other beneficiaries,
although efforts need to be undertaken to appropriately target funds to Los Angeles
County as well as to provide supportive services to successfully house the homeless.
Other initiatives underway include: a Statewide conference on problem-solving justice to
increase the use of community courts in other jurisdictions; efforts to increase the
supply of homeless housing; working with the League of California Cities on legislation
that will achieve a fair share participation in meeting regional homeless needs; working
with the Los Angeles County Community Development Commission to achieve greater
participation of cities in L.A. County to meet regional homeless needs; and working with
the Governor's Office to ensure this region receives adequate funding under Proposition
1 C which was just passed by the voters

engagement.
