Subject: Recommendation to Authorize City Manger to Execute an Employment
Agreement with Gordon R. Anderson, Assistant City Manager
Introduction
This report recommends that the City Council authorize the City Manger to execute an
employment agreement with Gordon R. Anderson who has been appointed by the City
Manager to the position of Assistant City Manager.
Background
Following an executive search conducted by the firm of DMG Maximus, the City
Manager has appointed Gordon R. Anderson to serve as Assistant City Manager. Mr.
Anderson is currently Assistant City Manager of the City of Hayward, California. He
previously held the position of Deputy City Manager in San Pablo, California and has a
background in public sector community development. He is recognized for his
organizational and consensus building skills. Mr. Anderson will join the City on April 3,
2000.
Discussion
The Assistant City Manager serves at the pleasure of the City Manager and an
employment agreement setting out the terms of employment is desirable for both

parties. Agreement has been reached on terms, which include a salary of $142,000 and
relocation expenses not to exceed $14,000.
Budget Financial Impact
The position of Assistant City Manager is authorized in the City Manger’s budget and
funds are available at account number 01202.511000.
Recommendation
It is recommended that the City Council authorize the City Manager to execute an
employment agreement with Gordon R. Anderson, Assistant City Manager.
