SUBJECT: Recommendation to Adopt a Resolution in Support of Proposition 40, Clean
Water, Clean Air, Safe Neighborhood Parks and Coastal Protection Bond
Act of 2002
INTRODUCTION
In March a statewide ballot initiative will be put before the voters to approve Proposition
40, the California Clean Water, Clean Air, Safe Neighborhood Parks and Coastal
Protection Act of 2002. This bond measure will provide funding to protect California’s air,
water and coastlands from pollution, improve our neighborhood parks and by preserve the
State’s open spaces and other natural resources. This report recommends adopting the
attached resolution in support of Proposition 40.
DISCUSSION
Since the 1920’s, the voters of California have passed a series of bond acts which have
created the world’s most extensive state park system and have helped build thousands of
active and beautiful local parks. These bond acts have helped buy some of the most
threatened coastline and wildlife habitat, and have preserved unique treasures including
the Santa Monica Mountains. Approximately every four years since 1960, the voters in
California have passed this type of bond. However, due to the severe recession in
California in the early 1990’s, only one new bond act, the Safe Neighborhood Parks, Clean

Water, Clean Air and Coastal Protection Act of 2000 (Proposition12) has passed since
1988. The bond funds from these previously approved bond acts have been largely
depleted with the most recent bond act funds to be allocated fully by the end of 2002. The
City allocation under this most recent bond act includes $875,000 in per capita funding
which will be used for the park buildings replacement project and $280,000 in block grant
funding which will be used for Virginia Avenue Park Expansion project.
Proposition 40 will authorize $2.6 billion dollars in bonds to fund projects throughout the
state that will protect water courses from potential contamination by toxic substances,
programs that improve air quality, and much-needed improvements to the both the local
and state park system. Should this bond measure be approved, the City of Santa Monica
will receive both per capita funding and block grant funding and will also be able to
compete for targeted competitive grant funds.
BUDGET/FINANCIAL IMPACT
There are no budget or financial impacts as a result of adopting the attached resolution.
RECOMMENDATION
Staff recommends that the City Council adopt the attached resolution in support of
Proposition 40.
