SR-100-002 (14) RM:Housing:BM:housing/share/word/staffreports/ccstaffreportProp46.doc Council Meeting: October 22, 2002 Santa Monica, California TO: Mayor and City Council From: City Staff Subject: Resolution Endorsing Proposition 46, the Housing and Emergency Shelter Trust Fund Act of 2002 Introduction This report recommends adoption of the attached resolution endorsing Proposition 46, the Housing and Emergency Shelter Trust Fund Act of 2002 scheduled for the general State of California election on November 5, 2002. Discussion Proposition 46 would establish $2.1 million in general obligation bonds for affordable housing and emergency shelters throughout the State of California. Included in the bond would be $1.11 billion for multifamily housing; $405 million for homeownership housing; $200 million for farmworker housing; and, $385 million for emergency shelters and other programs. Funding would be distributed primarily through existing programs administered by the State of California such as the Multifamily Housing Program (MHP). Proposition 46 will increase the supply of funds available for affordable housing and emergency shelter projects, including projects in Santa Monica, allowing greater leveraging of local funds. The Housing Commission at its meeting on September 19, 2002 recommended Council support of the measure. The Housing Commission letter is attached. Other organizations that have already endorsed Proposition 46 include the American Association of Retired Persons (AARP), League of Women Voters, League of California Cities, and Western Center on Law and Poverty. Budget/Financial Impact There are no budget or financial impacts as a result of adopting the attached resolution. Recommendations Staff recommends that the Council adopt the attached resolution in support of Proposition 46. The City of Santa of Santa Monica endorses Proposition 46, the Housing and Emergency Shelter Trust Fund Act of 2002, which will establish $2.1 billion in general obligation bonds to fund housing and emergency shelter programs. SECTION 2. The City Clerk shall certify to the adoption of the resolution, and thenceforth and thereafter the same shall be in full force and effect. Box 2200 Telephone: (310) 458-8702 Santa Monica, CA 90407-2200 FAX: (310) 458-3380 E-Mail: SMHousing@santa-monica.org October 1, 2002 The Honorable City Council City of Santa Monica 1685 Main Street Santa Monica, CA 90401 Re: Recommendation to Endorse Proposition 46 Dear Mayor Feinstein and Members of the City Council: As you may know, Californians will be given an opportunity on November 5 to vote on passage of Proposition 46, the $2.1 billion Housing and Emergency Shelter Bond. On behalf of the Housing Commission, I am writing to urge the City Council to endorse Proposition 46. Proposition 46 provides funding for affordable housing for families and seniors as well as for emergency shelters. The measure will include $910 million for multifamily housing; $495 million for homeownership programs; $390 million for emergency shelters and permanent housing with support services; $200 million for farmworker housing; and, $100 million for the “Jobs Housing Improvement Account” for incentives for local government to approve housing developments. Funds from Proposition 46 will be used to leverage other forms of financial support for housing projects, including local, state, federal and private investment. In fact, economists estimate at least $13 billion in private and federal funds will be generated by Proposition 46. As the largest bond for housing in the State’s history, Proposition 46 will significantly expand the funding available for affordable housing statewide. Please join the AARP, League of Women Voters, League of California Cities, Western Center on Law and Poverty, and many other organizations statewide in endorsing Proposition 46.
