SUBJECT: Recommendation to Authorize the City Manager to Negotiate and
Execute the Second Modification to Professional Services Contract
No. 7445 (CCS) with RNL /Interplan, Inc., d.b.a. RNL Design for
Design of the Santa Monica Big Blue Bus Natural Gas Fueling
Facility
Introduction
This report recommends that the City Council authorize the City Manager to negotiate
and execute the Second Modification to Professional Services Contract No. 7445 (CCS)
with RNL / Interplan, Inc., d.b.a. RNL Design (RNL) for design of the Santa Monica Big
Blue Bus Natural Gas Fueling Facility in the amount of $295,000 and approve a
contingency of $30,000.
Background
As part of the planned expansion of the Santa Monica Big Blue Bus (BBB), a portion of
the bus fleet and support vehicle fleet will be converting to alternative fuels, such as
Liquefied Natural Gas (LNG), Compressed Natural Gas (CNG) and electric operation.
The first phase of implementation of the BBB Master Plan calls for construction of a
Natural Gas Fueling Facility (LNG for buses, CNG for other fleet vehicles).
On March 31, 1999, the City entered into a contract with RNL to perform design of the
Natural Gas Fueling Facility at the BBB.

Discussion
This Modification to the Agreement will allow redesign of the Natural Gas Fueling
Facility, to enhance the architectural motif from an industrial look to a more attractive
facility, appropriate for this major gateway to the City. An artist has been selected to
assist in the design process to help create a more attractive facility. The modification will
allow coordination of the artist’s proposals into the current design.
In addition, several other major revisions and additions to the original design scope
have been made, including relocation of the Edison transformer building, addition of a
standby generator that will supply the entire BBB facility in the event of a power outage,
reconfiguration of the brake pit, revision of the canopy and security fence at the fleet
area of the CNG plant, and the addition of green space for employee use at that
location.
The original contract amount including contingency was $480,000. These changes will
increase the project design by a total of $325,000 to $815,000.

Recommendations
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a Second Modification to
Professional Services Contract No. 7445 (CCS) with RNL/Interplan, Inc.,d.b.a.
RNL Design in the amount of $295,000 for additional design services for the
Santa Monica Big Blue Bus Natural Gas Fueling Facility and approve $30,000 in
contingencies; and
2. Authorize the City Engineer to issue any necessary change orders within budget
authority in accordance with the Administrative Instructions on Change Orders.
