INTRODUCTION
This report requests authorization for the City Manager to increase the Citys
=
Environmental Impact Report (EIR) Professional Services Contract #7444 authorization
with Terry A. Hayes Associates from $65,000 to $95,000.
BACKGROUND
Through a request for proposal (RFP) process in May 1998 Terry A. Hayes Associates
was selected to prepare the EIR for the Big Blue Bus Facility Expansion Master Plan. The
RFP was sent to six firms. On June 23, 1998, staff from the Big Blue Bus, Engineering,
and Planning interviewed two firms. Terry A. Hayes Associates was selected and awarded
the contract on January 26, 1999 by City Council.
DISCUSSION
Due to various delays in getting updated traffic data to complete the review of
project traffic impacts, the Big Blue Bus Facility Master Plan has gone through

several minor project scope changes which required additional site impact
evaluations, additional meetings, and environmental analysis that was not foreseen
in the original scope of work. While the draft EIR has been completed and began a
30-day circulation period on October 20, 2000, it is anticipated that approximately
160 to 200 additional hours of work is still needed to prepare the final EIR and
undertake final review and certification. The $30,000 increase includes a 20%
contingency to cover any unanticipated analysis that may become necessary during
the final EIR review process.
BUDGET/FINANCIAL IMPACT
The total not to exceed amount in the agreement will increase to $95,000. Funds to
cover the $30,000 increase to the agreement are available in CIP account:
C41010499.589000.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to increase the
authorization for Citys EIR Professional Services Contract #7444 with Terry A.

Hayes Associates from $65,000 to $95,000 as needed.
