IntroductIon
As a result of meetIngs between the staffs of the TransportatIon Department and
the Southern CalIfornIa RapId TransIt DIstrlct(SCRTD), the attached document
entItled "Jolnt Proposals for "laJor SerVIce Coordlnation" \oiaS draMl up and
sIgned by the General Manager of the SCRTO and the Clty'S DIrector of Transpor-
tatlon. ThlS report requests that the CIty CounC11 consIder these proposals In
concept and direct staff accordingly
Background
In 1978 the LACTe contracted WIth ATE ~anagement and SerVIce Company to study
certaIn phases of transIt operatIon In Los _~geles County, IncludIng serVIce
coordInatIon opportunItIes. ~ong the consultant's fInal recommendatIons were
the operatIon of through transit servIce on both Pica and Olympic Boulevards,
sectlons of WhICh are served by SCRID and the Santa Monlca ~unlclpal Bus Llnes
(S~U"1BL) .
Inltlally, ATE supported a plan KhIch proposed Santa MonIca's operation of the
Ol}~P1C Boulevard serVIce and SeRTD operatIon of all the P1CO buses. ~TE'S pro-
posal would have meant dlscontlnuance by Santa MonIca of Its most heaVIly pat-
ronlzed and productive route, P1CO Boulevard (Llne No.7), as well as the ell-
mlnatlon of three other Blue Bus Llnes (~os. 5, 12, 13). When the consequences
of such a maSSIve dIsruptIon were brought to the attentIon of ATE, they modIfIed
P1CO serVIce.

L~CTC to prepare a transportat1on coordinatIon and serVIce program and also
gIves the CommISSIon the authorIty and the mandate to Implement the recommenda-
tions contaIned In the program
Currently the CommissIon 1S In the process of hIrIng a consultant to aSsIst It
ln developIng the program. ~lthough the results of theIr efforts WIll not be
known for some tIme, it IS hIghly probable that the eventual program will In-
clude, at a mInImum, those recommendatIons previously made by ATE
DurIng the past sprIng and summer, the staffs of the Transportation Department
and seRIO have been workIng out coordlnatlve detaIls In connectIon WIth SCRID's
1980 Sector Improvement Plan The attached memorandum IS the product of these
dIScuss10ns A key to the agreement has been the accord on PICa and 01}~PIC
Boulevards.
BrIefly, the major effects of the proposed changes on the MunICIpal Bus LInes
are as follows:
W1lshIre Boulevard- Santa Monica wIll experience competitIon from SCRTD for
local passengers ~est of Federal Avenue.
S.~l. Freeway L1ne #10 - Santa ~]onIcats authorIty to operate this line will be
extended IndefIn1tely. but wIll experIence competItion from a new SCRTD Freeway
serVIce between Los Angeles and Santa ~Dnica
PICa Boulevard - EXIstlng Santa ~onica ~erVice. WhlCh operates as far east as
Rimpau Boulevard. wIll be extended into downtowTI Los ~ngeles to replace SeRTD
service currently operatlng In that area.
OlJ~PIC Boulevard - Existing SeRTD serVIce. ~hlch operates between dOh~town Los
Angeles and Century Clty, will be extended to Ocean ~venue In Santa Monlca to
replace serVlce currently offered by Santa ~onlca Lines #5 and ~9.

LIncoln Boulevard - EXIstIng Santa MonIca serVIce. WhIch currently operates as
far south as the Marina, WIll be extended to the SCRlD termInal at LAX to replace
serVIce currently offered by SCRTD between LAX and dO~TIto~n Santa MonIca.
Although many details must be worked out, the plan calls for a substantIal in-
crease In Transportation Department personnel and buses. At present, we roughly
estImate that thirty addItional buses and 65 addItIonal employees would be needed,
but these fIgures WIll probably change wIth more exact scheduling. In terms of
patronage, Department rIdership could increase by 35%. The addItIonal costs In-
volved cannot be determined until the conceptual plan IS reduced to actual mIles,
employees, buses and revenues. A portion of the costs would be derIved from
saVIngs realIzed by the dIscontInuance of the portIons of Blue Bus LInes #5 and
#9 on OlYJPIC Boulevard and from Increased passenger revenue. In addItIon, In-
creased fundIng would be sought through the LACTe, which allocates State and
Federal transportation funds In Los Angeles County.
As this staff report IS being written we have Just been notIfIed by telephone that
the seRTD Board of Directors, at theIr meetIng of October 11, 1979, has approved
the attached memorandum but
"Subject to deta1led arrangements to sat1sfy maJor
travel demands for direct serVIce from the East Los
~geles area to west of dOh~tohTI Los ~geles along
PICO Boulevard."
Wnat the above major condItion means, IS that the SCRTD Board of D1rectors IS
unw1111ng to allow Santa Monica to become the sole operator along PICO Boulevard
In return for the similar prIVIlege whIch would be granted to seRIO along OlympIC
Boulevard and all of the other changes outlIned In the memorandum.

2. The Clty Councl1 could approve the memorandum eIther WIth or wlthout
the major condltlon adopted by the SCRTD Board of Dlrectors. At a
later tIme, staff would then approach the CouncIl wlth speclflC re-
commendatIons for any lncreased fleet and stafflng necessary.
3. The Clty Caunell could delay any aCLlon on the memorandum, lTI Vlew
of the action taken by the SCRTD Board of Dlrectors, untll further
negotlatlons have taken place wlth Dlstrlct staff.
Recommendatlon
Clty staff recommends that the Clty CouncIl, In Vlew of the action taken by the
SCRTD Board of DIrectors, delay any actlon on the attached JOInt memorandum at

SUm1ARY
For several months, the staffs of Santa ~onica Municipal Bus
Lines (S~LV~L) and Southern Californla Rapid Translt District
(RTD) have been meeting to ~ork out proposals for our two
agencies to jointly resolve issues which have been in conten-
tion between us for some years as well as a bl-lateral
approach to najor service coordlnation actions that will
greatly im9rove bus serVlce and passenger convenience. The
resurgence in interest in and ?atronage of our bus services
during this year's linitatlons on gasollne availability
clearly calls for us to work together to offer the public
the best possible transportation in the most efficient manner.
We are pleased to recomnend to the city Council and the Board
of Dlrectors the cOffi?lete set of service changes described in
thlS letter~ The highlights of our proposals are:
. Liftlng passenger restrictions on ~l1lshire Blvd. i
. Extending indef1nitely authorlty for Santa Monica

some 5,000 Gaily transfers between our agencies'
buses at the Plco-Rlmpau Ter~lnal~
. Extending RTD serVlce on Olympic Blvd. to re?lace
Santa Monica serVlce between Century Clty and
downtown Santa ~onlca and the beach, thereby
enabllng bus travel which lS all but i~posslble
today; and
. Elinluatirg so~~ 7.9 route ~iles of serVlce dupli-
catlon betw~en our agencies' buses by terminating
the present RTD llne from Long Beach/South Bay to
Santa Monica at the LAX Terflinal, an iflportant
Transit Center \tlhere RTD buses will meet Santa Bonica
buses which will be extenced to LAX from ~arina del
Rey.
A principal obJective guiding our dellberations has been flain-
taining acceptable levels of patronagel revenues and m~leage
for both RTD and sr~1BL.
l'1e have divided our Joint proposals into those directly related
to RTD's 1980 Sector Inprovement Program for the west side of
Los Angeles County and those addresslng other lssues of coor-
dination which we could Jointly ~mplement in conjunctlon with
the sector i~prove~ents.
1980 SECTOR IMPROVEMENT PROPOSALS
I. Wilshire Boulevard (Line 83)
At present. RTD operates elght buses per hour per d~rec-
tion on ~Jilshire Boulevard west of Federal Avenue.
These buses are restricted to boarding only eastbound
and allghtinq only westbound. At last count, 2,900
patrons dally boarded District Llne 83 west of Federal.
He would retain the present nuwber of bus tr1.ps on
~llshlre west of Federal while converting one~half
of the RTD trips to linited stop operation (Study
Line L-308) and one-half of them to local operatlon
(Study L1TIe 5-20). The limited stop operation
(Llne L-303) would board and allght without restric-
tion at eight of the most heavily-used stops west of
Federal Avenue \1There a total of 1,500 patrons presently
board. The re~ainin~ 17400 patronst who currently use

the other 16 stops in the area, would be served by the
local RTD buses (four per hour on Llne 5-20) wlthout
restrlction on boarding or alightlng.
II. San Vlcente Boulevard4~11shlre Boulevard {Line 03-B)
The Brentwood branch of RTD's Wllshire serVlce (Line
33-B) has needed an improved operation for years. The
In~tia1 Proposal for 1980 Sector Improvements envisloned
a limited stop operatlon from downtown Los A~geles
through Brentwood on San Vicente Boulevard replaclng
the present ~ixed operation of through buses in a
li~lted and local mode and a shuttle between ~estwood
and Brentwood. The publlC review of RTD's Inltlal
Proposal Ylelded strong support for expanded llmited
stop services and requests for a dlrect connection
between San Vicente Boulevard and the Century City
employment center. Therefore, RTD would route the
L-309 In a limited stop mode via Ocean Avenue,
San Vicente Boulevard, Hilshlre Boulevard, Beverly
Glen Boulevard, Santa Uon.lca Boulevard (past Century
City) and ~ilshire Boulevard to downtown Los Angeles.
Fran the east, certain trlps on L-309 might termlnate
in the Veterans' Administratlon facllity east of
Federal Avenue.
III. Llncoln Boulevard (Llne 873)
The District and S~~lBL have discussed ell~inating 7~9
miles of serVlce duplicatlon between our agencies vy
terMinating RTD Llne 873 serVlce from Long Beach/
South Bay at Los Angeles International Airport rather
than downtown Santa Monica. In light of the signifi-
cant passenger benefits that can be expected from
other joint service chan~e5, RTD would design study
Line 8-232 to replace Line 873 and meet S~ Line 3
extended from Marina del Rey to RTD's LAX Terminal,
which will become a major Transit Center.
IV. New Llne on Sepulveda Boulevard
The Initial Proposal for 1980 Sector Improvements contalned
Study Line 233 connecting Westwood and UCLA via Sepulveda
Boulevard with West Los Angeles and Culver Clty. In
public reVlew of the proposal, more than 60 lndlvlduals
and organizatlons (lncluding UCLA, the ~estern Los Angeles
Heglonal Chamber of Comnerce, and the Nestside CiV1C
Federation) co~~unicated to RTD thelr support for thlS
Ilne. He recommend that S~111BL and Culver City l1unicipal
Bus Lines work jointly to bring local serVlce to thlS
segment of Sepulveda Boulevard.

V. Malibu-Santa Monica-Los Angeles Express
We recommend the comblnation of present RTD Llnes 608
and 175 into a more efflclent and cost-effectlve ser-
Vlce. Westbound, new Line X-434 would leave the
Santa Monica Freeway in downtown Santa ~onlcal plck
up and discharge at the Santa Monica Place Shopping
Center (under development) and proceed to Mallbu-
Trancas Vla the California Incllne, Paciflc Coast
Highway and Paciflc Pallsades, where lt would traverse
TeMescal ~~nyon Road and Sunset Boulevard before re-
turnlng to Pacific Coast Highway. Eastbound, the route
would be the reverse. ThlS lnportant new RTD regional
connectlon would serve recreational as well as commuter
travel needs.
VI. Connection from Beverly Hills to the Santa t!onica Freeway
As originally proposed by RTD, Study Line 227 would have
connected Beverly Hills with the new liest Los Angeles
Translt Center at the Santa Monica Freeway via Castle
Helghts Boulevard and Beven~il Drive. Neighborhood
opposition to this routlng has caused us to propose this
alternate (Line 5-221): Cadlllac Avenue, Robertson
Boulevard, Olympic Boulevard, Doheny Drlve to Sunset
Boulevard.
VII. Westwood-Century City-West Los Angeles Transit Center
The Initlal Proposal of RTD contalns Study Line 560,
"lhich connects the San Fernando Valley to Uestwood and
Century City and these latter two to the West Los Angeles
Translt Center. Because of the importance of these con-
nections, we propose that RTD operate local unrestricted
service through tlestwood to Century City (via wilshire,
Beverly Glen, Santa 110nica Boulevard and Avenue of the
Stars) and south of Century City (vla Overland Avenue)
to the West Los Angeles Transit Center.
VIII. ~undy-Centinela Local Service (Santa lIonica Line 14)
We recommend continued operation of this service by
Santa Honl.ca.
IX. Pacific Palisades-Brentwood-llestwood-Los Angeles

Study Line 430 would continue operation of RTD Line 601
wlth the additlon of direct express serVlce to UCLA and
Westwood from both Sunset Boulevard (to the west) and
downtown Los Angeles.

Center at the Washington Boulevard interchange on the
Santa Monica Freeway.
B. Through Service on pica Boulevard
In reco~~endation for service coordlnatlon presented to
the Los Angeles County Transportation COITmission, ATE
Management and SerVlce Co~pany set as a priority improve-
ment provislon of a contlnuous serVlce on P1CD Boulevard
for ltS entlre length. They clalm that such an extenslon
would eli~lnate an inconvenient change of buses for some
1,500,000 passenger trlps each year. Currently, RTD
Line 26 operates on Pico Boulevard to Rimpau Boulevard
where It meets Santa !Ionica Lines 5, 7, 12 and 13 at
the long-established RTD terminal. In the interest of
better service for bus riders on the west side, and
subJect to Santa r~onica t s permitting extension of RTD
serVlce on Olympic Boulevard to Santa llonica as dlscussed
in the following section, we propose extenslon of
Santa Monlca serVlce on Pico Boulevard to the downtown
Los Angeles area to replace service on Line 26 west of
downtown.
C. Through Service on lvest Olympic Boulevard
A sltuation si~ilar to that on pico Boulevard exists
on T.]est Olymplc Boulevard I where RTD Llne 4 meets SHHBL
Line 5 at Century City.
In thelr recommendation to the County Transportation
Commission, ATE Management and Service Company placed
a high priority on "service provided from the Los Angeles
CBD through Century Clty to the Santa rlonica CBD via
OlynP1C Boulevard". In conjunction with and subject
to the ~odification of P1CO Boulevard service dlscussed
in the previous sectlon, we propose to extend RTD
service along Olympic Boulevard to Ocean Avenue in
Santa l~onica.
RECOM~IENDATION
lIe believe that these proposals represent unprecedented efforts
on the part of publlC transit operators In Los Angeles County
to coordinate service in the best lnterest of all translt
users.
