SR-1000-005-01 PCD:ADMIN:SF:EG:F:\plan\admin\ccreport\MTACall99 Council Meeting: February 22, 2000 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Resolution Authorizing the City Manager to Negotiate and Execute Memoranda of Understanding and Letters of Agreement with the Los Angeles County Metropolitan Transportation Authority for the Receipt of Grant Funding for Six Projects approved in MTA's 1999 Call for Projects Process INTRODUCTION This report requests that the City Council adopt a resolution authorizing the City Manager to negotiate and execute a Memorandum of Understanding (MOU) or a Letter of Agreement (LOA) with the Los Angeles County Metropolitan Transportation for the receipt of grant funding for six projects approved in MTA's 1999 Call-for-Projects process. These project include the Santa Monica Big Blue Bus Bike Rack on Bus Program, the Walkable Westside Pedestrian Safety Campaign (a joint effort by the Westside Summit Cities, with the City of Santa Monica as the lead); the Pedestrian Extension to the Downtown Transit Mall; the Ocean Avenue Signal Synchronization; the Exposition Corridor Commuter Bike Path; and the Santa Monica Transit Serving Parking Facility. DISCUSSION At a July 29, 1999 Board meeting, the Los Angeles County Metropolitan Transportation Authority (MTA) approved six one-time grants to the City of Santa Monica. MTA requires that a MOU, for locally funded projects, or a LOA, for state or federally funded projects, be 1 executed in the first year for which the funds are programmed. Two projects, Bike Rack on Bus and Walkable Westside are funded for the current year and require an agreement to be executed with MTA by February 29, 1999. Agreements for the other four projects described below will be executed in future years, based on the first year of grant funding and the availability of matching funds. Current Year Project: Santa Monica Big Blue Bus Bike Rack on Bus Program: These funds will be used ? to purchase and install bike racks on the Big Blue Bus fleet. The grant is for $165,000 in federal Congestion Mitigation and Air Quality Improvement (CMAQ) funds, with the Big Blue Bus providing the local match requirement from Transportation Development Act (TDA) Article 4 funds. Grant funds are available in FY'99-00. The Department plans to purchase, install and market the bike racks on all 163 buses for this summer. Walkable Westside Pedestrian Safety Campaign: This is a collaborative project ? between Beverly Hills, Culver City and West Hollywood, with the City of Santa Monica as the lead. The four cities will jointly develop and implement a campaign to increase motorist and pedestrian awareness concerning crosswalk safety, expanding upon Santa Monica's current education program. The cities have joined together for an effective campaign, since driving and pedestrian habits go beyond the boundaries of one city. The grant is for $239,000 in federal Transportation Enhancement Activities (TEA) funds, starting in FY'99-00 and extending through FY'01-02. Each city has agreed to provide a total of $15,000 of local matching funds and $11,250 of in-kind contributions such as cable TV time, billboard, bus bench adds, printing, etc., during the three year project period. Future Year Projects: Ocean Avenue Signal Synchronization: A grant of $337,000 of local Proposition C ? funding is for upgrading eight signalized intersections between Pico Boulevard and California Avenue. This project is approved for implementation in FY'01-02. The City must provide $77,000 in matching funds. ExpositionCorridor Commuter Bike Path: A grant of $ 1,986,000 in federal TEA ? funds is for a Class I bike path in the Exposition Right-of-Way (ROW) between Centinela Avenue and Cloverfield, and a Class II bike path on Olympic Boulevard th between Cloverfield and 17 Street. The bike path will be designed to provide adequate clearance for a future rapid transit project on the Exposition ROW. This project is being coordinated with the cities of Los Angeles and Culver City to eventually provide a continuous regional bike route. Although the project funding is allocated for 2 FY'01-02, it may be moved to FY'02-03 (pending MTA approval.) The City will need to provide $672,000 in local matching funds. Pedestrian Extension to the Downtown Transit Mall: This project will provide ? ndth pedestrian and streetscape improvements along 2 and 4 Streets from Wilshire Boulevard to Colorado Avenue to enhance pedestrian access to Santa Monica's Downtown Transit Mall. The grant amount of $2,169,000 in federal TEA funds is programmed for the two year period FY'02-03 and FY'03-04. The City will need to provide a local match of $600,000. Santa Monica Transit Serving Parking Facility: This grant will fund 100 park-and- ? ride spaces, including spaces to serve the express bus lines to Downtown Los Angeles. The space will be part of a larger parking structure located in the southwest corner of Fourth Street and the new Olympic Drive in the Civic Center area of Santa Monica. An amount of $1,713,000 in federal CMAQ funds have been granted in the years FY'00-01 and FY'01-02. The local match for this grant is the estimated value of the land. The utilization of this grant will depend on the availability of funding for the remainder of the parking structure estimated to cost a total of $16.7 million. BUDGET/FINANCIAL IMPACT Approval of the attached resolution will allow the City to execute agreements to receive the grant funding amounts described above. Each agreement will require a City contribution. The specifics on each grant are the following: Current Year Projects: Bike Rack on Bus Program: Expenditures for this program are budgeted in CIP account ? #C41037200.589000. The MTA grant funds of $165,000 and the City's TDA Article 4 local match of $ 41,000 will be deposited in 41.320210 (Misc. Projects). Walkable Westside: A total of $87,000 is authorized for FY'99-00 expenditure through ? CIP account #C20071301.770415. In FY'00-01 the City will receive $90,000 from MTA and a total of $15,000 from the three other cities. The FY'99-00 budget for revenue account #20202.406390 should be increased by $82,000 to record the receipt of $67,000 from MTA and a total of $15,000 from the other three cities. The City's $5,000 match will be paid this year out of Coordinated Community Outreach funds (account 01274.578670). In FY'01-02 the City will receive $82,000 from MTA and a total of $15,000 from the three other cities. The City's $5,000 local match for FY'00-01 and FY'01-02 will be provided from TDA Article 3 funds. Funds received in FY'00-01 and Fy'01-02 will be reflected in the appropriate budget years. 3 Future Year Projects: Ocean Avenue Signal Synchronization: A new CIP account will be created to begin ? expending funds in FY'01-02. The City's local match of $77,000 is available in account C01070800.589000. Exposition Corridor Commuter Bike Path: A CIP proposal has been prepared for the ? local match portion of this project in FY'01-02 and FY'02-03. The CIP account number will be created once a local match share is approved. If the local match share is not approved, the LOA will not be executed and the City will not be able to accept the grant funds. Pedestrian Extension to the Downtown Transit Mall: A CIP proposal has been prepared ? for the local match portion of this project in FY'01-02 and FY'02-03. The CIP account number will be created once a local match share is approved. If the local match share is not approved, the LOA will not be executed and the City will not be able to accept the grant funds. Santa Monica Transit Serving Parking Facility: A CIP proposal has been prepared for ? the entire parking structure, minus the 100 spaces funded by the MTA grant. If the parking structure funding is not approved, the LOA will not be executed and the City will not be able to accept the grant funds. RECOMMENDATION Staff recommends that the City Council: 1. Adopt the attached resolution authorizing the City Manager to execute either a MOU or LOA with the Los Angeles County Metropolitan Transportation Authority for the receipt of grant funding for six projects approved in MTA's 1999 Call for Projects process. 2.
