SUBJECT: First Modification to Agreement 1139 with Amphion, Inc. for Design
of the Rapid 3 Bus Shelters along Lincoln Boulevard within the Cities of
Santa Monica and Los Angeles
Introduction
This report recommends that the City Council authorize the City Manager to negotiate and
execute a First Modification to Professional Services Agreement 1139 with Amphion, Inc.,
to complete the pre-construction documents for Rapid Bus shelters at twenty locations
along Lincoln Boulevard within the cities of Santa Monica and Los Angeles. This new work
includes technical design completion, preparation of construction documents, and permit
coordination that are needed to go to bid for fabrication and installation of the shelters_
Backoround
As the entry points to the system, bus shelters are a primary customer interface and are
essential elements of any Bus Rapid Transit service. Highly visible and branded bus
shelters are important in identifying the bus line as a higher quality service. They are placed
at the highest volume stops and therefore used by a great number of passengers, and
strengthen the image of the bus service in the community. Each stop will have a built in
real-time information sign that is part of the previously approved Advanced Fleet
Management System that will inform passengers of the wait time for the next bus. A
rendering showing the preliminary design is attached (Attachment A).

Discussion
The City and Amphion, Inc. entered into an agreement to provide preliminary shelter
designs for both the Rapid 3 and regular Big Blue Bus shelters. On May 10, 2005, Council
adopted the proposed Rapid 3 bus shelter design. This contract modification funds the next
step in realizing the shelters.
A portion of the construction costs of the Rapid Shelters will be underwritten through an
MOU with Metro which will be before Council this fall.
