SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute
a Contract with Transportation Concepts, Inc. to Provide Curb to Curb
Paratransit Service and Fixed Route Shuttle Service.
INTRODUCTION
This ,Jeport recommends that the City Council authorize the City Manager to negotiate and
exec4te a contract with Transportation Concepts, Inc. to provide curb to curb paratransit
service (WISE) and fixed-route shuttle service :Tide) in an amount not to exceed $1.5
millior1l over three years.
BACK1GROUND
A Reqluest for Proposal was published in the June 12,2000 issue of Passenger Transport
maga.*ine, a national transportation trade magazine. Proposal forms were mailed to the
16 serjvice providers who requested copies. Four proposals were received
Poten~ial vendors were asked to provide cost information for operating the TIDE shuttle
servic~ for approximately six months until the Big Blue Bus takes over operations. The

contrattor will use the City's electric vehicles, with vehicle maintenance provided by the
Big Blue Bus staff. For the paratransit service, the selected contractor will provide and
maintain their own vehicles as well as dispatch and driver functions. Bidders could bid the
servic~s separately e., shuttle only, or paratransit only, or both services jointly. Three
bidder~ submitted a joint bid for both services and one bidder submitted a bid only for
paratransit.
Staff from the Big Blue Bus and WISE Senior Services, individually, evaluated the
respon~es. Staff analyzed the cost information looking at the potential maximum contrac~ A

cost. I Staff rated the firms on relevant experience with similar projects, adequate financial
reso~rces, past performance on contracts with the City, quality of work, and managerial
cons~derations including the quality of the proposed staff experience, operating
methpdology, proposed vehicles, and operating plan.
The ~esponse submitted by Administrative Services Cooperative and Yellow Cab was
reviewed and considered non-conforming as it proposed a service delivery model different
from what was required in the RFP.
Staff interviewed the remaining three proposers (Transportation Concepts, MV
Transportation, Inc., and Laidlaw Transit Services, Inc.). All three reviewers independently
concluded with the same ranking. Based on their written proposal and oral presentation,
the selection committee recommended Transportation Concepts to provide the curb to curb
paratransit and fixed route services,
Transportation Concepts has designated a management team consisting of three of the
original managers for the WISE paratransit program during the period that the service was
operated by DAVE Transportation, Inc. Laidlaw Transit Services bought DAVE
approximately two years ago. This original management team had a good working
relationship with the WISE Senior Services staff. The upper management proposed by
Transportation Concepts has 18 years of combined experience with the TIDE and WISE
services,
Transportation Concepts will install a sequencing phone system that will enable managers
to monitor calls to ensure customer service standards and to maintain statistics on average
phone call response time. This technology should reduce the number of WISE passenger
complaints regarding long wait times to make trip reservations. All three proposers plan
to procure four new lowered-floor minivans that are classified as Low Emissions Vehicles

for tlhe paratransit service. Transportation Concepts proposed two additional larger
vehiqles for group trips, while the other two proposed only one larger vehicle. Maintenance
woul(j be performed at the Transportation Concepts. facility in the City of Gardena.
Tran$portation Concepts would base operations at their existing facility in Marina del Rey
near Lincoln Boulevard.
BUDGET/FINANCIAL
This i~ a multi-year contract and only $607,400 is budgeted at account number 41-650-
555010 in the City's FY2000/01 budget, ofwhich $128,500 will beforthe TIDE Shuttle and
$478,900 for WISE paratransit. This means that future City budgets will need to include
sufficient budget authority to fulfill contract payment obligations now being incurred.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to execute and
negotiate a contract with Transportation Concepts at specified rates for a three-year period
