Background
CIty staff Informed CounCIl that the operatIon agreement wIth
AmerIcan Trolley LInes was suspended In January, 1986 with plans
for restartIng the trolley operatIon In May, 1986. The reason for
the suspenSIon of operation was due to the low rIdershIp and the
InabilIty of the operator to sell suffICIent advertISIng space to
cover the cost of operatIon. In addItIon, there were many
complaInts as to the lack of superVIsIon of the vehicle drivers
and the drIvers InabIlIty to maIntaIn a proper schedule. In

The plans were for AmerIcan Trolley (durIng the tIme the
trolley operatIon was suspended) to develop plans to mItIgate the
operatIonal problems. The CIty IndIcated that we would be wIllIng
to SUbSIdize the operatIon by paYIng for the fares of all riders.
ThIS was to encourage rIdershIp. CIty staff trIed to make contact
with AmerIcan Trolley for status reports In March and durIng the
first three weeks of AprIl and had no success. When contact was
fInally made, CIty staff was informed that AmerIcan Trolley was
enter Ing Into an operat Ion agreement wIth the CIty of Newport
Beach and would be relocatIng the trolleys used In Santa MonIca
to Newport Beach.
CIty st aff then sent out a request for propos als (RFP) to
operate a trolley-type vehicle to fIve prIvate transit operators.
The RFP required the operator to purchase a trolley-type vehicle
and provIde the usual operatIon and maIntenance of a trolley
system. The proposa 1 s received ranged from $100,500 to $178,500
per year for a minImum contract of two years. Thus, the CIty
would have had to expend a mInimum of $201,000 over a two year
perIod whether or not the trolley was a success.
CIty staff deCIded that the most economIcal way to determIne
whether or not a free trolley serVIce would be used was to
purchase a trolley vehIcle and contract for the operation and
maIntenance of the trolley over a SIX month perIod. PropOSItIon A
Local Return funds can be used to purchase a trolley-type vehIcle
and to contract for the operation and maIntenance of the trolley
serVIce. It should be noted that admInistrative approval from the
Los Angeles County TransportatIon CommiSSIon Staff IS required

C1ty staff belIeves that for the trolley serVIce to be
successful that the Main Street Merchants Assoclatlon must
act1vely particIpate in the promotIon of the trolley service and
ensure that theIr employees purchase beach parkIng permlts and
use the trolleys to get to work.
The proposed route for the trolley lS Maln Street to Ocean
Park Boulevard to Barnard Way to MarIne Street to Main Street
(see map). The proposed hours of operatIon WIll be Tuesday
through Sunday bet ween the hour s of 11 a. m. and 6 p. m. and
extended on FrIday and Saturday 6 p.m. to 3 a.m. The one trolley
wlll be able to travel the route In 10 m1nutes. The trolley wIll
operate for 6 months beginn1ng June 15th.
The extended hours of operat1on on Friday and Saturdays 1S
Intended to help the parkIng sItuatIon 1n the MaIn Street area.
Indlvlduals will be able to park 1n the south beach park1ng lot
and r1de the trolley to the MaIn Street area. It 1S Intended not
to charge the users of the park1ng lot. However, polIce personnel
wIll be needed to prov1de securIty for the users of the beach
parkIng lot.
F1scal/F1nanc1al Impact
The trolley-type veh1cle wIll cost approxImately $67,000. The
cost of the operation and maIntenance of the trolley serV1ce 1S
estImated between $45,000 and $60,000 for a SIX month perIod
begInnlng June 15th.
Propos1tlon A Local Return funds (account no.
20-932-292-000-000) will be used to purchase the vehIcle and for
the pr 1 vate opera tor to operate and ma 1 nta In the veh1cle. C1 ty

appropr latIon of $60,000 at account no. 20-700-695-000-506 and
technlcal approprIation (necessary for the interfund transfer) of
$(60,000) at account number to 01-100-695-000-506 and $60,000 at
account number 20-700-695-000-506, and an approprlatlon of the
$60,000 In 01-500-415-000-506 are necessary for contracting a
prIvate operator to operate and maIntaIn a trolley serVIce are
needed.
The polIce personnel reqUIred for the beach parkIng lot
securl ty on Fr1day and Saturday evenIngs for the summer months
w1ll cost approx1mately $10,800. Appropriat1on authorIty for
these costs vnll be Included as a supplement to the
1986-87
proposed budget.

Recommendation
It 1S recommended that CIty Councll:
1) Approprlate $67,000 at account no. 20-770-415-000-901 to
purchase a trolley type vehlcle.
2) Approve an approprIation of $60,000 at account number
20-700-695-000-506 and a technical approprIatIon of $(60,000)
at account number 01-700-695-000~506.
3) Appropriate $60,000 at account no. 01-500-415-000-506 for
a contract WIth a private operator to operate and malntain
a trolley serVIce.
