Background CIty staff has receIved a proposal from AmerIcan Trolley LInes to Impl erneTlt a pr 1 v at ely fu~d ed ar:.d operated shut tIe system lrl Santa l'1onlca. AmerIcan Trolley Lines IS aD Arizona based CorporatIon whIch operates private shuttle systems In Mesa, Phoenix and Scottsdale, ArIzona. They are scheduled to beglD operatIon of a SImIlar shuttle system In Redondo Beach on JU:1e 1st. The company proposes to operate two vehIcles on a mutually agreed upon route. Each vehIcle IS motorIzed, rubber tIred and meets all State and Federal safety and emISSIon sta"dards. The vehlcles resemble a PacIfIC ElectrIc RaIlway car and carrIes 30 passer.gers. The vehIcles are not accessIble to wheelchaIr bound IndIVIduals. The proposed route is MaIn Street to Colorado to Second Street to Santa MonIca Boulevard to SIxth Street to ~hlshH'e Boulevard to OceaCl Ave:1ue to Barnard Way back to Haln St reet (see attached map). Spec 1 flC stops would be deSign ated along the route and would be deslg~ed so as not to interfere With /l-Jj / .r // - 1 - MAY 1 4 19a5 . ~~ "' RID and Mun IC ipal Bus 1 Hles stops. The shu t tIe 1 s proposed to operate between the hours of 11 a.m. and 8 p.m. wIth less than 1/2 hour headways. The shuttle vehIcles wIll operate on the same route In OpposIte dIrections. The proposed fare IS 50 cents per rIde. The CI ty wIll ::lot SUbsIdIze the proposed shuttle In any fashIon. The prImary reve~ue source is raIsed through the sale of advertIsIng space InSIde and outsIde of the shuttle vehIcles. The CI ty has no control over advertIsIng. The only applicable MunIcipal Code SectIon WhICh the CIty may apply to control th e use of a shut tIe 1 S Sect IOrl 6912 wh Ich indicates that "no person shall stop, park, or stand a motor bus 0:1 any street without fIrst obtaInIng approval from the ParkIng and TraffIc Engineer." The CIty Attorney has IndIcated that the operator would have to have a busEless lIcense and Will be requIred to SIgn a hold harmless agreement and name the City as an addItIonal Insured on Its $5 mIllIon Insurance POlICY. The operator has agreed to SIgn a hold harPlless agr eeme:1t and nane the C It Y to ItS l:1sur anc e POlICY. In add It lon, It IS WIllI ng to commI t to provld i:1g the shuttle system for a ODe-year perIod. The operator has IndIcated that It WIll take 60 to 90 days to get a systen onlIne. ThIS would indIcate that the earliest date the system would be onlIne IS July 1st aDd the latest by August 1st. CIty staff IS workIng WIth the operator to ensure the earlIest possIble start date. The development of a shuttle sytem has been a lOl1g stal1dIl1g obJectIve In the CIty. The proposed shuttle system Will provide a - 2 - ,.-.. ~ ) -!=~. mea~s of testIng the vIabIllty of such a system wlthout COIDNlttlng a capltal investment by the CIty. F1scal/Budget Impacts There 1S no fIscal or budget lmpact. Recomme:Jdatlon It 1S recommended that the C1ty Councll conceptually approve the operat1on of a shuttle system wlth1~ the C1ty of Santa Mornca.
