Award of Contract to Construct an oil/Water Separator,
Settling and Distribution Basin, and Underground Waste
oil Tank at the Transportation Yards
Introduction
This report requests that the City Council award a contract
to construct an oil/water separator, settling and distribution
basin, and underground waste oil tank at the Transportation Yards
to New York Construction, the lowest responsible bidder, in the
amount of $119,400.
Background
In FY 1985-86, the City Council appropriated funds to
construct an underground leak detection and control system at the
Transportation Yards to comply with the City's Underground Tank
Ordinance adopted December 13, 1983.
The proj ect consists of
removing and disposing of existing pavement, excavating, placing
the distribution and settling basin and oil/water separator,
replacing the existing 550 gallon waste oil tank with a 5000
gallon waste oil tank, and replacing asphalt concrete with
concrete paving. Both the oil/water separator and the new 5000
gallon waste oil tank contain leak detector devices.
A Notice Inviting Bids was published on July 15 and 16,
1987, in the Evening Outlook, four construction journals, and

sent to seven minority/women associations. Plans and
specifications were issued to twelve contractors. Bids were
received and read publicly on August 10, 1987, by the Deputy city
Clerk.
Two bids were received as follows:
New York Construction
Progressive Systems Design, Inc.

City Engineer's Estimate: $130,000
New York Construction provided three references in the bid
package. Staff contacted and received positive comments from the
references on work previously performed by the Contractor.

Recommendations
It is recommended that the City Council:
1. Award a contract to construct an oil/water separator,
settling and distribution basin, and underground waste
oil tank at the Transportation Yards to New York

construction, the lowest responsible bidder, in the
amount of $119,400.
2. Authorize the City Engineer to issue any necessary
change
orders
to
complete
additional
work
in
conformance with the Administrative Instructions.
