SUBJECT: Recommendation to authorize the City Manager to increase the City’s
Professional Services Contract #7287 with USA-PRO by $60,000 and
extend the contract end date from August 1, 2001 to August 1, 2003
INTRODUCTION
USA-PRO was selected through an RFQ process in July 1998 to assist Santa
Monica’s Big Blue Bus with the design of the new Liquid Natural Gas (LNG) fueling
facility and employee training programs. USA-PRO is assisting with review of the
new fuel and wash facility specifications and design plans to ensure that the LNG
bus fueling facility meets the City’s needs. USA-PRO is also providing assistance
in developing employee training programs and safe operating procedures.
DISCUSSION
The design of the new LNG fueling facility has required more technical review
sessions with the RNL facility design team and LNG equipment suppliers than was
envisioned in USA-PRO’s original scope of work. It was prudent to utilize USA-
PRO’s expertise to ensure that design problems that have occurred with other LNG
fleet fueling facilities are avoided in Santa Monica.

Project delays beyond the City’s control have extended USA-PRO’s work past the
expiration date that was set in the original contract. Extending the contract
expiration date to August 1, 2003 and increasing the contract amount by $60,000
will enable USA-PRO to review contractor shop drawings and develop additional
operating, safety and maintenance training procedures as needed.
BUDGET/FINANCIAL IMPACT
Funds in the amount of $60,000 are available in CIP account C41010402.589000.
The new contract total is $150,000.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to increase
Contract #7287 with USA-PRO by $60,000, for a total of $150,000, and extend the
contract end date from August 1, 2001 to August 1, 2003.
