BACKGROUND This project involves the installation of new field lights for evening and night-time use of the soccer practice fields at John Adams Middle School. Based on a mutual-use agreement with the Santa Monica-Malibu unified School District, the city.s Recreation Division schedules and issues field use permits for community groups at the John Adams Middle School ballfields. In determining the type of lighting to be used, energy efficient lamps were of primary consideration. This new lighting will save approximately $15/hour in energy costs in comparison with the lighting on the existing field. 1 6-H JUt 1 0 J990 . . A Notice Inviting Bids was published in the Outlook on April 24 and 25, 1990, and in five construction journals. The Notice was also sent to nine minority business associations. Plans and spe- cifications were issued to twelve general contractors. Bids were opened and read publicly on June 25, 1990 by the Deputy City Clerk. Five bids were received as follows: Electro Constr. corp. $128,777 Paxin Electric, Inc. Inc. 146,600 CDAD Inc. 182,499 Building Energy Consultants 183,370 Dewco General Con- tractors and Dev. 186,613 City Engineer1s Estimate $100,000 staff has checked the references provided by Electro construction Corporation, the low bidder, and found Electro's work to be satis- factory. 2 . . BUDGET/FINANCIAL ANALYSIS Funds Required Contract $128,777.00 contingencies 25,000.00 $153,777.00 Appropriation authority for the project is available in the following accounts: 20-740-511-26790-8910-99179 53-740-511-26790-8910-99179 $42,853 $75,582 In November, 1989, city council authorized the City Manager to apply for a ROberti-Z'Berg-Harris block grant in the amount of $35,342. At the time of application, no specific project had been identified; however, following the recommendation of the State, an application was submitted without a site specific project to insure receipt of the funds. The grant has since been approved and the city Council is now requested to accept the grant funds in the amount of $35,342 in revenue account number 20-400-501-00000-0465- 10000 and appropriate the funds to eIP account number 20-740-511- 26791-8910-99179 to fund the project. RECOMMENDATIONS It is recommended that the city Council: 1. Award a contract for the installation of soccer field lights at John Adams Park to Electro Construction corporation, the lowest respons~ble bidder, In the amount of $128,777.00; 3 . . 2. Accept Roberti-Z'Berg-Harris Block Grant funds in the amount of $35,342 and create revenue account 20-400-501-00000-0465- 10000i 3. Appropriate $35,342 to ClP account number 20-740-511-26791- 8910-99179; and 4. Authorize the City Engineer to issue any change orders neces- sary to complete additional work to the extent of funds available in accordance with the Admin~strative Instruction on Change Orders.
