Background Under Sect10n 5 of the Urban Hass Transportatlon Act of 1964, as amended, the C1t)"S Transportatlon Department lS el1gible to rece1ve funds to aSSlst ln the . purchase of new translt buses. In order to obtaln such funds, an applicatlon must be flIed wlth the federal Urban 4ass Transportation Administratlon (U~ITA). 1hlS applicatlon for cap1tal assistance w1II help the Department purchase five new translt buses, inc1udlng fareboxes and two-way radios. The buses wl11 be used to replace three 1968 model buses and two 1969 model buses. 1hlS 1S done ln order to malntaln a modern, rel1able fleet. Local Share of Grant Grants made by U~ITA for capltal purchases must be matched by a local contribu- tlon of 20~J of the gross pro] ect cost. The Los Angeles County TransportatlOn Commlssion (LACTC) has already approved the purchase as part of 1ts Transportat1on Improvement Program (TIP) reVlew process and has allocated Transportatlon Develop- ment Act (TDA) funds to the Department to fund the local share. By authorlzlng the City Manager to fIle the applIcation, and after completIon of the publ1.c heanng the Manager can offIcIally submIt It to U\ffA, through the Southern CalifornIa ASSOCIatIon of Governments for their fInal reVIew and approval. The attached standard resolution also authorlzes the CIty Manager to enter Into the grant contract after grant approval by UMTA. AlternatIves 1. The C1ty Council may choose not to authorIze the fIling of the applIca- tion. The CIty would then lose the benefIt of a pOSSIble $840,000 In federal transportation funds. 2. The CIty CouncIl can authorIze the CIty Manager to fIle the applIcatIon wIth the federal Urban Mass TransportatIon AdminIstratIon by apprOVIng the attached resolutIon and set a date for holdIng the publIC hearIng on the appl1catlon. The resolution also authorized the City }1anager to enter Into the approprlate grant contract. Reconunendat lon Clty staff recommends that the Clty CounCIl authorlze the CIty Manager to fIle the appllcatlon and execute the approprIate grant contract by adoptIng the attached resolution and that the Counell set a publIC hearIng date of October 23, 1980. It is further recommended the CIty Council appoint the follOWIng staff to the publIC hearlng board. J " e \060 - 00' ---O~ e SEP 9 1980 , . ~- ~ Santa Monica, Ca1ifornla, August 27, 1980 To: Mayor and City Council From: City Staff Subject: Approval of Preliminary Concept Plans for Expansion of Transportation Department FaCl1ity Introduction preliminary concept plans for new and remodeled facilities for the Transpor- tation Department have been prepared. This report requests approval of these prelimlnary plans 1n order that the Consultant can proceed wlth the prepara- tion of final plans and speclficatlons. Plans are on file in the City Council office for review. ~ackground At its meeting of December 11, 1979, the City Council approved Agenda Item No. 11-1, authorizing the Clty Manager to enter into an agreement with the firm Deleuw, Cather & Company for the deslgn of an expanded Transportatlon Department facility. That flrm, in assoclation with Kappe, Lotery and Boccato, a local architectural consultant, is proceeding with the preparation of plans and specifications for the project. They have completed preliminary concept plans and a model which were presented to the Architectural Review Board on August 20. 1980. The board approved the concept plans as presented and dlrected that flnal plans, including proper landscaping details, be brought before them when they are available. City Council approval is necessary In order for the Consultant to move forward to prepare final plans. Copies of the concept plans are available for examination in the offlce of the City Council. Staff wi 11 a have a copy of the plans available along wlth a model of the proposed Administr and Operations Building at the Council Meetlng. A representative of the Consu tants will be available to answer questlons about the project.
