IntroductIon
The InItIal step In submIttIng an applIcatIon for federal Urban Mass Transporta-
tIon funds IS to authorlze the Clty Manager to flle such a document and to set
the date for a publlC hearlng on the applIcatIon. ThIS report requests that
the City Councll take these actIons to enable the TransportatIon Department to
recelve federal grant funds for OperatIng ASSIstance.
Background
The CIty'S Transportation Department IS elIgIble to receIve federal operating
aSSIstance under the Urban ~ass TransportatIon Act of 1964, as amended. In
order to obtaIn such funds, an applIcatIon must be filed ~ith the federal Urban
Mass TransportatIon Admlnlstratlon (U~ITA).
Local Share of Grant
OperatIng aSSIstance made available by U~ITA must be matched equally by non-fare-
box revenue. Funds for thIS purpose are avallable to the Department through
Transportat10n Development ~ct (SB 325) funds and State TranSIt ASSlstance Funds
(SB 620) allocated to the CIty for thIS purpose and also through revenue derlved
from the sale of advertisIng space on buses. ~o City general funds WIll be used.
The grant application requests $3,267,000. Because of the peculIarItIes of U~IT~
rules, It IS better for the Transportation Department to apply for the maX1mu~
amount that can currently be ]ust1fled. If approved, the grant cannot exceed
$3,267,000. However, the amount may be less, based upon actual operatlng

By authorlzlng the Clty Manager to file the app1icatiollJ and after completlon of
the publlc hearing, the Manager can offlcia11y submlt It to ~1T~ through the
Southern Callfornla ~ssoClation of Governments for their flnal review and approval.
The attached standard resolution also authorlzes the City ~tanager to enter Into
the grant contract after grant approval by U\ITA.
AlternatIves
1. The City Council may choose not to authorize the fIling of the applicatIon.
The City would then lose the benefit of a possIble $3,267,000 In federal
transportatIon funds.
2. The CIty Councll can authorIze the City Manager to file the applicatIon
WIth the federal Urban Mass TransportatIon AdmInistratIon by apprOVIng
the attached resolution and set a date for holdIng the publIC hearIng
on the applIcatIon. The resolutlon also authorizes the CIty Manager to
enter Into the appropriate grant contract.
Recommendatlon
Clty staff recommends that the Clty CounCIl authorIze the Clty Manager to file
the appllcation and execute the appropriate grant contract by adopting the
attached resolution, and that the Council set a publIC hearIng date of October
23, 1980. It IS further recommended that City Councll appOInt the following
staff to the publiC hearIng board:

WHEREAS,'the Secretary of Transportatlon is authorized to make grants faT mass
transportation projects;
WHEREAS, the contract for financial assistance w1lI impose certain obligations
upon the applicant, includlng the provis1on by it of the local share of project
costs;
~rffiREAS, it is requ1red by the U. S. Departwent of Transportatlon in accord ~i:~
the provisions of.Title VI of the Civil Rights Act of 196~, that i~ connection
with the filing of an application for assistance under the Urban ~~ss Tra~spor:a-
tion Act of 1964, as amended, the o\pplic<L'1t gi\'es an assurance tl}at 1t ~ill co:r-
ply with Tltle VI of the Civil Rights A~t of 196~ and the U. S. Departpent of

NOW, THEREFORE. BE IT RESOLVED by the City [cu~cil of the Clty of Santa ~wnlca
as follows:
SECTION 1. That the Clty Manager is authorized to execute and file an
appllcatlon on behalf of the Santa ~ionlca ~funlclpal Bus Lines
.wlth the U. S. Department of Transportation, to aid in the
flnancing of the transit ope~atlons for the 1981 flseal year.
SECTION 2. That the C~ty tlanager is authorized to execute and file Kith
such appl~catlon an assurance OT any other docufflent requlred
by the U. S. Department of Transportatlon effectuating the
purpose~ of Title VI of the Civil Rlghts Act of 1964.
SECTION 3. That the City Manager is authorized to furnlsh such additional
informatlon as the U. S. Depart~ent of Transportation may re-
quire in connectlon with t~e application or the project.
SECTION 4. That the Clty Manager is authorized to set forth and execute
affl~~atlve mlnority business pOlicies In connectlon hiLh any
of the projectts procureme~t needs.
