Background
In response to the Clty staff recoillnendatlon contalned In the attached
August 28, 1980 staff report, the Clty Councll, on September 9, 1980,
approved a proposal to hold a publlc hearlng on a fare increase at ltS
October 28, 1980 meetlng. The fares proposed are as follows:

Meetlng State and Federal Requlrements
In order to meet appllcable Federal requlrements, it is necessary for the Clty
Councll to conslder energy conservatlon, as well as the economic, envlronmental
and soclal lmpacts of the fare change, A negatlve ~wpact, elther envlronmental,
social or economic In nature, could possibly be clalmed if substantlal patron-
age deflectlon could be foreseen as a result of the fare lncrease. As shown
on the chart, attached to the August 28th staff report, the fares proposed
by staff are In Ilne wlth those already charged by other munlclpal bus operators

In Los Angeles County. A check \nth each of the city bus systems lIsted Indi-
cates that the ~ncrease to the 35~ fare caused no passenger deflectIon or even
a measurable change ~n passenger growth. Even g~ven its much higher rate,
whIch ~ncludes a student fare 15~ greater than the C~ty's proposed regular
cash fare and a senIor c~tIzen fare double that proposed, SCRTD has experIenced
only a tewporary passenger def1ect~on, ~hich it has found nOrTIa1ly disappears
by year end. The above survey ~ndicates to staff that the new fares w~ll not
dIscourage any present or potentIal passenger trIps.
Add~t~onally, a comparIson of the fares charged to the cost of automobIle
travel reveals that the new bus fares rema~n a tremendous bargain. According
to a recent Hughes Aircraft study, the daily costs of operatIng a compact auto-
mobIle are $5.73 In fIxed costs plus 8.8e a mile (based on gasolIne at SI.30
a gallon), In view of these fIgures, it would appear that the fare increase
would force no one to return to h1S, or her, automobIle and would have no
adverse environmental Impact.
On the other hand, many routes are operating near or at capac~ty durIng the
peak hours, An ~ncrease 1n rates is certa~nly more attract~ve than the other
opt~on, to reduce serVIce. The latter would ~ean decreased carrying capaCIty
on already heav~ly loaded lInes and would certaInly dIscourage patronage.
AccordIng to Cal~fornIa statute, a fare Increase IS exempt from the CalIfornIa
EnVIronmental Quality Act (CEQA) reqUIrements, If the funds are used for one
or more of the following purposes: (1) to meet operatIng expenses, Including
wage rates and fr~nge benef~ts; (2) to purchase or lease supplIes, equipment
or materIals; (3) to meet financial reserve needs and reqUIrements; (4) to
obtaIn funds for capital proJects necessary to maintaIn serVIce WIthIn exist-
Ing serVIce areas; or (5) to obtaIn funds necessary to maIntaIn such intra-
CIty transfers as are authorized by CIty charter. In short, tranSIt fare

~ncreases are virtually exempt from CEQA since there lS almost nothlng else
the proceeds from a fare lncrease could be legally used for, In any event,
Department costs have lncreased conslderably Slnce the last fare lncrease
in 1968, ~ncludlng recent substantlal increases in fuel and labor costs.

Refund Procedure
If the C~ty Councll conslders thlS staff proposal at lts October 28, 1980
meeting, the new fares could become effectlve on November 1st, Because of
the adjUstMent in the student ellglblllty requlrement and the need to wlth-
draw and replace the present student card wlth a new one, City staff has
lncluded a refund procedure as part of the resolutlon, Under thlS prograM,
students may use the old punch cards for one month after the date of the fare
~ncrease or may return cards, or unused portlons thereof, for cash until flve
months after the effectlve date of the lncrease, by slmply returnlng them,
elther in person or by ma~l, to the Transportation Department offlce.
Recomrnendatlon
Subject to the comments recelved at the publlC hearlng, Clty staff recoflmends
that the Clty Counc~l approve the attached resolution lncreaslng fares for
the tmnlcipal Bus Llnes effectlve November 1, 1980, or other date as the
Council may decide. The resolutlon has been structured to lnclude the
f~ndings required by State and Federal law.

INCREASE FOR THE SANTA MONIcA }IDNICIPAL BUS LINES
Introduction
Over the past twelve years, the Santa Monica Mun~cipal Bus Lines has
ma1ntained a 25~ basic fare, and dur1ng the same period has eliminated
zone charges and 1nit1ated reduced fares for Sen10r C~t~zens and
Hand1capped. In FY 1979-80, fares collected from Mun~c1pal Bus L~nes
patrons amounted to approx~mately 50% of the operat1ng expenses necessary
to run the system. In FY 1980-81, due to 1ncreases 1n wages and the
cost of fuel and mater1als, the proport10n of expenses pa~d by users
of the Bus Lines w1ll drop to approximately 36%, unless a fare ~ncrease
is implemented. This report requests that the City Counc1l set a date
and time for a pub11c hear~ng to conS1der a proposal to 1ncrease the
fares on the Santa Monica MunLcLpal Bus LLnes.
Baykground
Reasons for the Fare Increase
The Santa Monica Munic1pal Bus LLnes last implemented a general fare increase
on July 1, 1968. At that time, the fare adjustment helped the Munic1pal
Bus L1nes to continue operatLng at a prof~t through FY 1971. Beginning
in 1972, The City Counc11 dec1ded to use ava~lable State and Federal
transit assistance to help mainta~n exist1ng fares and bus serV1ce.
For many, the actual fare has been reduced since 1968. In 1972, the
C1ty Counc11 approved a spec1al d1scount fare ror Senior C1t~zens.
Subsequently, 1n 1973 and 1974, the sen~or cit1zen fare was further
reduced and the restrict10ns on use 1~bera11zed until today, sen~ors
over the age of 62 years may ride any place on our system, any t~me or
day for Just lOco In add~tion, ~n 1974, zone(d~stance) charges were

During the past decade, all costs for the Department have 1ncreased
substant1ally. Labor costs have more than doubled. Recently, the
C1ty and the bus operators agreed to a n~. contract wh1ch calls for a
40% 1ncrease 1n wages and benefits over a three year per1od. Just 1n the
last two years alone, fuel costs have r1sen 176%. As a result, without

If the proposed fares are adopted by the C~ty Counc~l, they would
produce almost $1,600,000 during the next twelve months. This would
permit the }fun~c~pal Bus L~nes to cover 46% of ~ts expenses through
the farebox in FY 1981 and 45% of ~ts costs ~n FY 1982.
The new fare schedule proposes that the student d~scount rate be
restr~cted to those students regularly attending elementary, Junior
h~gh and sen~or h~gh schools. Presently, the student discount card
may be used by any student under 21 years of age and therefore ~ncludes
some students attend~ng UCLA and Santa Monica College.
The student card, when or~ginally offered in 1952, appl~ed only to
elementary, Jun~or high and sen~or h~gh school students under the age
of 21 years, then the legal age for adulthood. The privilege was later
extended to UCLA students under 21 years of age. Because the f~nancial
burden of grant~ng fare discounts to any group of r~ders must ultunately
be borne by those patrons who pay the regular fare, many of whom are in
the lower ~ncome categor~es, good argument eX~sts to restrict el~g~bil~ty
for the student d~scount rate to those attend~ng elementary, Junior h~gh
and sen~or high schools.
As shown ~n the attached chart, the increases proposed by the Municipal
Bus L~nes w~ll bring ~ts fares ~nto line with those charged by other
mun~clpal operators ~n Los Angeles County, and, of course, are substantially
less than those of the Southern Cal~forn~a Rap~d Trans~t D~str~ct(SCRTD).
The inter-agency transfer charge to the SCRTD and the Culver Clty }funic~pal
Bus L~nes has been set to equal the regular SCRTD transfer charge. It is
our understand~ng that most of the other mun~cipal operators wlll adopt
this h~gher charge. Long Beach, the only operator to ~nst~tute a fare increase
s~nce SCRTD ralsed its transfer to 20~, has already done so.

~egal Requirements to Increase Fares
The C~ty Counc~l may set fares upon adoption of a reso1ut~on. However,
State and Federal requ~rements mandate a more complex procedure. To
sa t~sfy Federal regu1at wns, the City may only set fares after' (1)
hav~ng held public hear~ngs or afforded an adequate opportunlty for
such hear~ngs after adequate public notlce(def~ned as 30 days) published
in a newspaper of general c~rculat~on; (2) havlng g~ven proper consideratlon
to the views and comments expressed ~n such hearing, and (3) havlng glven
considerat~on to the effect on energy conservation, and the econom~c,
env~ronrnental and soc~al ~mpact of the change 1n fare.
Under Chapter 356, Statutes of Cal~forn~a(l978), the State requ1res
that in lieu of filing an environmental ~mpact statement, a f~nding be
made that the fare ~ncrease w~ll be used for at least one of the following
purposes' (1) to meet operating expenses, lncludlng employee wage rates
and fringe benef~ts, (2) to purchase or lease supp11es, equ1pment or
mater~als, (3) to meet f~nanc~a1 reserve needs and requ~rements, (4) to
obta~n funds for capital projects necessary to malnta~n serV1ce within
existing service areas, or (S) to obtaln funds necessary to malntaln
such ~ntra-city transfers as are authorized by city charter. The City
must incorporate its written findlngs as part of the publlC hear~ng
record. City staff would prepare a proposed find~ngs statement for
the Councll's conslderation at the pub11c hear1ng.
Alternatives
1. The C~ty Counc~l could reject the fare ~ncrease ent~rely. The need
for a publlC hear~ng would then be obviated.
2. The C~ty Council couuld set a publlC hear~ng on a fare increase.
Notice of the hearlng would be published as requ~red by Federal regulations.

PROPOSED FARE CHANGES
I. NotLce is hereby gLven that a publLc hearing will be held by the
City GouncLl of the City of Santa MonLca at the Santa Monica C~ty Hall,
1685 Ma1n Street Santa Mon~ca California, on Tuesday, October 28, 1980,
to receive comments on possible fare changes. The hear~ng wLll be
held as an agendized part of the CLty Council meetLng which starts
at 7 30 p.m.
II. The GLty Council may adopt a fare structure subsequent to the public hear Lng whLch
reflects a combinat1on of changes to the current and/or restructurLng of
the fare system. They will make theLr decLsLons after consLdering the
effect on energy conservat10n and the soc1al, envLronmental and economLC
umpacts of changing fares and/or reducLng serV1ce. At the hearLng, the
CLty CouncLl will afford an opportunLty for Lnterested persons or agencLes
to submit either orally or in wrLtLng evidence and recommendations with
respect to chang1ng the fare structure.
III. The City Counc11 wLll be cons~dering possible increases to regular fares,
student fares, senLor and handLcapped fares, express fares and Lnter-agency
transfer fees. Further, the City Council will be consLder~ng possibly
alterLng the elig1bi11ty rest1ctions for use of the student dLscount card.
IV. The service area affected by the fare changes can be described as the
CLty of Santa MonLca and adjacent communit~es, includLng Pac~f~c Pal~sades,
Brentwood, Westwood, West Los Angeles, Beverlywood, Rancho Park, Palms,
Mar V1sta, Marina del Rey, Ven1ce and Westchester.
V. A descr~ption of options for fare changes LS available, upon request,
from the Santa Mon1ca Mun1cLpal Bus Lines off1ce, 1620 Sixth Street
Santa Mon1ca, CalLforn1a 90401. Although fare opt1ons are ava1lable for
reV1ew prior to and during the public hearing it must be understood
that the C1ty CouncLl 1S in no way bound to these opt1ons in Lts cons1derat~on
of the fare structure and may well develop a fare structure totally
d1fferent than any of the opt~ons avaLlable for reVLew.
VI. A. EnvLronment
ComDared to other act10ns the Santa MonLca Mun~c~pal Bus Lines would find
necessary to cover a sLmLlar percentage of operatLng expenses, including
serVLce cutbacks, these fare changes are not antic~pated to have a signLf~cant
adverse ~mpact upon the Santa MonLca Mun~c~pal Bus LLnes' serv~ce area.
B. Elderly and Hand~capped
Sect~on 5(m) of the Urban Mass Transportat~on Act of 1964, as amended,
prov1des that elderly and handLcapped persons are charged no more than
one-half the peak-hour fare durLng non-peak hours.

PUBLIC HEARING ~OTICE FOR POSSIBLE BUS FARE INCREASE
At Its meeting of September 10, 1980 the CIty CouncIl approved the
settIng of a public hearing to conSIder a pOSSIble bus fare Increase.
That hearIng IS to occur in the CouncIl Chambers as an agenda item
for the meeting begInnIng at 7:30 PM on Tuesday, October 28, 1980.
This hearlng IS requlred as a result of new Federal Regulatlons
recently Issued by the Urban Mass Transportation Admlnlstratlon
These regulatlons reqUIre that a publIC hearIng be held prlor to
the Instltutlon of a fare change or serVlce change of any slgnifl-
cance. The regulatIons also requlre that a notlce of Intent be
publIshed at least thlrty days prlor to the hearlng in a newspaper
of general cIrculatlon In the urbanlzed area The notIce must also
be publlshed In newspapers orlented to speciflc groups or neIghbor-
hoods that may be affected Accordlngly, we request that the en-
closed Notlce of PubllC Hearlng be published ln the Evenlng Outlook
and In all of its affllllates published by Unlted Western ~ewspapers,

PROPOSED FARE CH~~GES
1. Notice is hereby given that a public hearing ,.ill be held by the City Council
of the Cny of Santa Nonica at the Santa Honica City Hall ~ 1685 Main Street.
Santa Ilonica, California, on Tuesday, October 28, 1980, to receive comments
on possible farc changes for patrons of the Santa Bonica Hunicipal Bus Lines.
The hearlng will be held as an agendized part of the City Council meeting
which starts at 7:30 p.n.
II. The City Council may adopt a fare structure subsequent to the public
hearing which reflects a comblnation of changes to the current fares
and/or restructllring of the fare system. They I,ill make their decisions
after consloering the effect on energy conservation and the social, en-
vlronmental and economic impacts of changing fares and/or reducing service~
At the hearlng, the Clty Council wlll afford an opportuni~y for interested
persons or agencies to submit either orally or in writing evidence and
recommendat~ons wlth respect to changing the fare structure.
III. The City Council will be cons~dering possible increases to regular fares.
student fares. senior and handicapped fares, express fares and inter-agency
transfer fees. Further. the City Council will be considering possibly
altering one or more of the basic elements of the fare structure itself,
including but not limited to the eligibility restrictions for use of the
student dlsc~unt card.
IV. The service area affected by the fare changes generally can be described as
the City of Santa Monica and adjacent communltles, including Pacific Palisades.
Brentwood, Westwood, West Los Angeles, Beverlywood, Rancho Park, Palms. Mar
Vista. ~Iarlna del Rey, Venice and Westchester.
v. A description of a recommended option for a fare change is available. upon
request. from the Santa MonIca Municipal Bus Lines offIce, 1620 Sixth Street,
Santa Noni.ca, California 90401. Although this fare option is available for
review prior to and during the public hearing it must be understood that the
City Council is in no way bound to this option in its consideration of the
fare structur~ and may well develop a fare structure totally different than
the option available for review.
VI. A. Environ~ent
Compared t.o other actions the Santa Honica Municipal Bus Lines Iwuld find
necessary to cover a similar percentage of operating expenses, including
service cutbacks. these fare changes are not anticipated to have a significant
adverse impact upon the Santa Monica Hunicipal Bus Lines' service area.
B. Elderly and Handica~ped
Section Sem) of the Urban Mass Transportation Act of 1964. as amended.
provides that elderly and handicapped persons are charged no Aore than
one-half the peak-hour fare dUTlilg non-peak hours.

The fact that Santa Monica Municipal Bus Lines' tares have been a~ong the lowest of
any transit agency in Los Angeles Coun':Y far ilia!';-' yE'ar's 'Should be a source of pride, both
for the Bus Lines' effic1ent management. and for the City C~uncil. w~1ch bas retrained
from mandating money-los:!.r:g 9f'rvices em the Dus Lines, a problem from which the Southern

On the aSS!.l!llption that staff has provE!rl that hilure to approve the propoqed fare in-
crease w0uld force a reduction in serviCe, I, as a regular patron of the Bus Line~, ~uld
urge a fare increase as tll" pref<<rable alternative, This is because I ,-uspect that the
use of transit in preference to the private automobile, which 1.5 a major goal nO\o'adays,
is more responsive to the level of service offered than to th~ precise f~re charged.
I would suggest, however, that the increase in token fares b€ in closer proportion
to the increase in cash fares; the staff proposal 1s to increase token fares 507., but
cash fares only 40'4. I would ur&e a token price of 4 for $1.10, or 10 for $2.75, ~ith
the 50-token roll selling for $13.75, Thiq ",ould alaa have the advantage of keeping the
freeway ~xpress fares in proportion (At present, the freeway express token fare 1s 157. of
the cash fare; the staff ?ropasal "',,"uId increase it to 90%.). P'JrCMSe of tokens should
continue to be encouraged, since this h Ii form of p!:vchological coumit:!lent to future UIHo'
of transit service.
I would also suggest fol10wl~g the lead of Monterey Feninsula Tran~it and other Cali-
fornia transit systems, by l'*'dng c~e $cni<.lr/Handicapped fare inapplicable during weekday
peak rush hours. 1 would urge the Cou~cilmember3 to ride or at least observe the extre~e
crush conditions presenr on Lhe buse~ dUTi~g these hours. I have oft:en seen seniors PuS~?~
and shoved (through no ope'g fault) under the~e cO;1ditionQ, and 1 hope consideration woulr~
be given to a fare ~t.ucturL whi.c1l "auld E"Jcourage seniors to ride in off-peak hours and (,
weekends, rather than exyvsing themselves to thlS risk of injury.
The staff proposal wou!~ iacrfase inter-agency tranqfers 1001., fr0m lO~ to 20~. r arr
told thiq is because the Lo~ Angele~ ~?unty i,an~portatlon Commission u~y, at some time i0

With these minor modificatlons, adoption of the staff proposal seems approprLate.
This public hearing has been publiciz~d, I am told, by meaus of legal notice6 in loc~
newspapers, and by articles in tnose papers, which is prcbably sufficient. CO~31deration
m1aht he given, howevet, to publicizi.ng such hearings 9.dditionally in the future by means
of carcard notices in ~he buses, similar to those used to advertise the New year's Day anc
other special services. This id "..at to sugges t, ho....ev<:'r, giving notice by diatr ibution of
flyers on board the buses, a. th~se would mostly be used by being read once and d1scarded,
thus c.eating litter and being an inefficient use of "",per resources.

OPPOSITION TO S~ MONICA BUS LINE FARE INCREAS~ITION
We the undersigned oppose the Santa Monica Bus Lines (SMBL) proposed fare increase
from 25 to 35 cents.
We feel that service could be improved and e~tra buses added (especially during
school rush hours) without such a 407. rate hike.
We furthor oppose both the provisions stating:
1. That Santa Monica College students will not be eligible war a special student
discount fare.
2. That there will be an increase for Senior citizens and handicapped persons.
We urge the Santa Monica City Council, at their Oct. 28 meeting. to vote no on

Section 1. ResolutlOnS nunbered 1008 (eCS), 3758 (CCS), 4076 (eeS),
4659 (CeS) and 4775 (CCS) are hereby resclnded ln their entirety.
Sectlon 2. The fare structure herelnafter set forth shall becone
effectlve at 4:00 a.m. on the day of November, 1980, and the fees set
forth therelll shall be charged on the mlinlclpal bus llnes of the elty:

or such other ldentlflcatlon as mandated under State or Federal law.

talled in Sectlon 2. a flat rate fare of flfteen (S.15) cents shall be charged
to ellglble persons who have obtalned and dlsplay a handlcapped ldentlflcatlon
card from the Transportatlon Department. Such handlcapped ldentlflcatlon card
shall be lssued to those persons ~ho, In the dlscretlon of the Transportatlon
Department. utillzlng rules set forth by the Federal Urban ~ass Transportatlon
Admlnlstration, are deemed to be handlcapped.
Sectlon 5. Legally bllnd persons who dlsplay approprlate ldentlfl-
catIon as determlned by the TransportatIon Departnent, WhlCh shall Include,
but not be llmlted to, a Transportatlon Department ldentlflcation card, a

Inter-Agency transfers shall be lssued to passengers
for $.20.
Sectlon 9. The school tickets herelnbefore referred to ln Sectlons
2 and 6 of thlS resolutlon shall be avallable only to students attendlng an
ele~entary school, ]UnlOr hlgh school or hlgh school and va11d only for travel
to and from school on regular school days between the hours of 7 ~.M. and 6 P.~.
Sectlon 10. Those no longer eliglble to receIve the student dlscount
rate shall be able to use cards purchased prior to the effective date of thlS
resolutlon through ~ovember 3D, 1980.
Sectlon 11. Students no longer e1iglble to recelve the student dlS-
count rate may obtaln a refund on the unused portlon of a student tlcket by
surrendering it ln person or ~alllng it to the TransportatIon Department offIce,
1620 SIxth Street, Santa 1~nIca, CalIfornIa prIor to April 1, 1981. The rate
of refund on such student dIscount cards shall be $.125 for each unused rIde.
Sectlon 12. The City Clerk shall certify to the adoptIon of thIS
resolutIon and the same shall become effective on November , 1980,

of thIS resolutlon shall be available only to students 20 years of age and under,
regularly attendIng a recognized college or unIversity and valId only for travel
to and fro~ school between the hours of 6 A,M. and 6 P.~.
SectIon 11, Those ellglble to recelve the school or college dlscount rate
shall be able to use cards purchased prlor to the effectIve date of thls resolutIon
through ~overr-ber 30, 1980.
Sectlon 12. Effective Septe~ber 1, 1981 the college tlckets referred to
In Section 2 and 10 of thIS resolutIon shall be dIscontlnued. Thereafter such
college students shall pay the regular adult cash or token fare, except that the
DIrector of Transportatlon ~ay, at hls dlscretIon, lS5ue a 10 rlde college student
card prlced at the token rate of fare
SectIon 13. The Clty Clerk shall certIfy to the adoptlon of thlS resolutIon
and the sape shall become effectlve on November 1st ,1980, and thenceforth and
thereafter the same shall be In full force and effec~
