SUBJECT: Award Purchase Order for Bus Fare Boxes
Introduction
This report recommends award of purchase order to GFI Genfare for bus fare boxes for the
Transit Maintenance Division, Big Blue Bus Department, in the total amount of $361,104,
including applicable sales tax.
Background
A total of 30 new bus fare boxes will be purchased. Twenty-two of these will be installed in
new expansion buses expected to be delivered the first quarter of 2002. The remainder
will be stored on-site and used as spares in the event of any equipment malfunctions.
GFI Genfare is the sole provider of Odyssey fare boxes. Currently, the City has Odyssey
fare boxes installed in its entire fleet. In addition to accepting coins and dollar bills, these
fare boxes also accept the City’s "Little Blue Card" metrocards. The metrocard acceptance
is an exclusive feature of the Odyssey fare boxes; whereas, installing fare boxes from
another manufacturer would mean certain buses could not accept the "Little Blue Card".
Purchasing fare boxes other than Odyssey fare boxes also leads to an array of additional

support equipment, from the fare box security devices to the coin and dollar bill removal
and storage equipment.
Discussion
Ordinance Number 1743 (CCS), Section 5, paragraph 2.24.080 (1) of the Santa Monica
Municipal Code allows exception to competitive bidding when goods are purchased from a
sole provider. Staff has evaluated the quotation submitted by GFI Genfare and finds that it
meets City specifications.
Budget/Financial Impact
Budget authority for this purchase is in the Capital Improvement Budget account number
C41011699.589000, “Expansion Buses”.
Recommendation
It is recommended that City Council award a purchase order to GFI Genfare in the total
amount of $361,104, including applicable sales tax.
