Introductlon
In order for the Transportatlon Department to recelve Federal funding to
replace Transportation Development Act (TDA) funds which have been used
to purchase two acres of land at the corner of 7th Street and OlymplC
Boulevard, the Clty Cauncll must authorIze the CIty Manager to fIle an
app1lcatIon for Federal transportatIon funds and set a date for a publlC
hearIng on the applIcatIon.
Background
To permIt expanSIon of the TransportatIon Department's admInIstratIve and
maIntenance faCIlIty, In January, the Southern CalIfornIa AssoClat~on of
Governments (SCAG) and the Los Angeles County Transportatlon Com~ISSIon
(LACTC) authorIzed the CIty to use up to $1.6 mIllion fro~ prIor years'
TransportatIon Development Act (TDA) capItal reserve funds to fInance the
purchase of land located at 7th Street and OlYMPIC Boulevard. LACTC
approval was cond1tIonal upon the CIty pursuing Federal aSSIstance to
replace 80% of the TDA fundIng,
On January 24, 1978, the CIty Councl1 authorized the City Manager to enter
Into negotIations for the purchase of the land and to set a date for a
publIC hearing regardIng a ResolutIon of ~ecessity. ~fter the publlC hearIng,
held on February 28, 1978, the CIty CounCIl adopted the Resolutlon.
Two appraIsals were then cornmIssloned by the CIty. Funds In the amount of

$1,036,000, representlng the lower of the two appraisals, were passed to the
ohners through the State Treasurer's Offlce and the Clty has taken possession
of the land. ~ f1nal acqu~sltlon prlce has not yet been determ1ned.
For grant appllcatlon purposes, the gross cost of the proJect, lncluding
appra1sals, fees, grant admlnlstratlon, contlngencles, etc., 1S estlmated
to be $1,542,750. Ko City funds wlll be needed to flnance the local share
of the grant.

1 The Clty Cauncll can authorlze the Clty Manager to file the appllcatlon
wlth the Federal Urban ~ass Transportatlon Admlnlstratlon by apprOY1ng
the attached resolutlon and setting a date for holdlng the publlC
hearing on the appl1catlon. Slnce the Clty accepted the requlrement
to pursue Federal fundlng as a cond1tlon of the LACTC approval, there
1S no other reasonable alternatlve except to proceed.
Recommendatlons
Clty Staff recommends that the Clty CounCll authorlze the Clty Manager to
flle the appl1catlon by approvlng the attached resolutlon, and that the
Councll also set a pubI1C hearlng date of October 30, 1978. It lS further
recommended that the Clty Council appo1nt the followlng people to the
publlC hearlng board.

WHEREAS~ the Secretary of Transportat1on IS authorIzed to make grants for
ma~s transportatIon proJects;
WHEREAS~ the contract for fInanCIal aSsIstance WIll Impose certain oblI-
gations upon the applIcant, IncludIng the prOVISIon by It of the local
share of project costs;
WHEREAS, It IS requIred by the U S. Department of TransportatIon In
accord wIth the prOVISIons of TItle VI of the CIVIl RIghts ~ct of 1964~

NOW, THEREFORE, BE IT RESOLVED by the CIty Council of the CIty of Santa

SECTION 1. That the CIty Manager IS authorIzed to execute and fIle an
applIcatIon on behalf of the Santa MonIca ~WnIcIpal Bus Lines
with the U. S. Department of TransportatIon, to aid in the
fInanCIng of 2.1 acres of land.
SECTION 2. That the City ~anager 15 authorized to execute and fIle With
such applIcatIon an assurance or any other document requlTed
by the U. S Department of TransportatIon effectuatIng the
purposes of Tltle VI of the CIVIl RIghts ~ct of 1964
SECTIO~ 3. That the Clty Mdnager IS auth~rized to furnish such addltional
InformatIon as the U. S. Department of TransportatIon may
require in connectIon With the applIcation or the proJect.
SECTION 4. That the City ~1anager IS authorized to set forth dnd execute
affirmatIve minorIty bUSIness polICIes In connectIon WIth the
proJect's procurement needs.
