Clty Staff SUBJECT A Motlon to Authorlze the Clty Manager to Flle an Appllcatlon Wl th the Southern Cal1forn:La Associatlon of Governments (SCAG) and the Los Angeles County Transportatlon Commlsslon(L~CIC) for funds made avallable by the Callfornla Transportatlon Development Act and the State Translt AssIstance Program Introductlon In order for the Transportatlon Department to apply for a portlon of the sales tax proceeds to whIch the CIty IS entltled under the TransportatIon Development Act (SB 325) and the State Iranslt Assistance Program (5B 620), the Clty CouncIl must authorIze the CIty Manager to flIe an appllcatlon for the funds w~th the Southern CalIfornia Assoclatlon of Governments [SCAG) and the Los Angeles County Transportatlon Commlsslon(LACTC). Background The CalIfornIa TransportatIon Development Act of 1971 (SB 325) provlded for the establlshment of local county transportatlon funds to be supported by sales tax proceeds In addltlon, durlng the 1979 leglslatlve seSSlon, the LegIslature adopted a State TranSIt ASSIstance Program (5B 620) WhlCh lS also supported by sales tax proceeds. Subject to varlOUS Ilmltat~ons, port~ons of these funds may be used for transportatIon capltal and operational expendl- tures. In order to obtaIn thIS asslstance, the Clty Councll must authorIze the Clty Manager to file an appllcatlon and necessary supportIng data with SCAG and LACTC. In fIscal 1981-82, It 1S antIc~pated that Santa MonIca's allocatIon wlll be approxlmately $5.2 mllllon. SCAG urges all tranSIt operators to submlt thelr PublIC TransportatIon Clalm app1lcatlons by April I, 1981, and has IndIcated It w~ll process the appll- cat10ns In the order in WhlCh they are recelved. SCAG explaIns that th15 de- lay was due to the fact that the State dId not adopt Its gUIdelInes, modl- fled by recent legIslatIon, untIl very late In February. Santa MonIca's applIcatIon WIll be prepared and submItted to the CIty Manager for approval as soon as pOSSIble after the lnstructlons from SCAG are receIved. AlternatIves 1. The CIty can refuse to authorIze the CIty Manager to fIle the applIcatIon. thIS would force the TransportatIon Department to seek alternate sources, IncludIng City funds, to aSSIst In capital purchases, and would also lead to severe cutbacks In serVIce. 2 The CIty can authorIze the City Manager to fIle the applIcatIon. ThIS WIll allow the CIty to obtaln f1nanclal aSSIstance to help In purchaSIng capItal equipment and maIntaInIng operatIng levels RecommendatIon It LS recommended that the CIty Manager be authorIzed to fIle an applIcatIon for funds made avaIlable by the CalifornIa TransportatIon Development Act (SB 325) and the State TranSIt ASSIstance Program (5B 620) for use by the Santa MODlca MunICIpal Bus Lines.
