A Resolution Authorlzing the Clty Manager to Submlt a Grant
Assistance Appllcat~on under Sectlon 5 of the Federal Urban
Mass Transportatlon Admlnlstration Act of 1964, as ~mended,
for the Purchase of Eleven Buses and to Execute the Appropr1ate
Grant Contract
Introductlon
The lnltlal step In submlttlng an appllcatlon for federal urban mass transporta-
tion funds is to author1ze the Clty Manager to flle such a document and to set
the date for a publlC hearing on the appl1catlon. ThlS report requests that
the City Councll take these actlons to enable the Transportat1on Department to
recelve federal grant funds for the purchase of eleven new translt buses equlpped
wlth fareboxes and two-way radlos.
Background
Under Sectlon 5 of the Urban Mass Transportatlon Act of 1964, as amended, the
Clty'S Transportat1on Department 15 ellglble to rece1ve funds to aSS1st 1n
the purchase of new translt buses. In order to obtaln such funds, an appll-
catlon must be flIed wlth the federal Urban ~Iass Transportatlon Admlnlstra-
tion (UMTA).
Th1S appllcatlon for capltal asslstance wl11 help the Department purchase
eleven new transit buses, lncludlng fareboxes and two-way radlos. Flve buses
wll1 be used to replace two 1969 model buses and three 1970 model buses. SlX
addlt10nal buses wlll be requested to supplement serVlce on ex~stlng routes.
Local Share of Grant
Grants made by U\lTA for capltal purchases must be matched by a local contrlbu-
tlon of 20% of the gross proJect cost. The Los Angeles County Transportatlon
Commlsslon(L~CTC) has already approved the purchase as part of ltS Transportatlon

Improvement Program (TIP) review process and has allocated Transportation Develop-
ment Act (TD~) funds to the Department to fund the local share. The gross cost
of the buses 1S est1mated to be S2,635,000 of Wh1Ch $2,100,000 w111 be the federal
share, No C1ty general funds w111 be used.
By authorIz1ng the Clty Manager to f1le the appllcatlon, and after completion of
the publle hear1ng the Manager can offlclally submlt It to ~lTA, through the
Southern Callfornla Assoclatlon of Governments for their flTIal reVIew and approval.
The attached standard resolutlon also authorlzes the CIty Manager to enter lnto
the grant contract after grant approval by ~ITA.
Alternatlves
1. The Clty Councll may choose not to authorlze the fl11ng of the appllca-
tlon. The Clty would then lose the beneflt of a possible $2,100,000 In
federal transportatlon funds.
2. The CIty CounCIl can authorIze the CIty Manager to file the appllcatlon
WIth the federal Urban Mass Transportation Admlnlstratlon by apprOVIng
the attached resolutIon and set a date for ho1d2ng the publ~c hearlng
on the app1~cat1on. The resolution also author~zes the Clty ~1anager to
enter lnto the approprIate grant contract
Recommendatlon
Clty staff recommends that the Clty CounCll authorlze the C1ty Manager to
flle the appllcatlon and execute the appropr1ate grant contract by adoptlng
the attached resolutIon and that the Councll set a publ1C hearIng date of
August 20, 1981. It is further recommended the Clty Council appolnt the
followlng staff to the publlC hearlng board.

RESOLUTION AUTHORIZING THE FILING OP &V
APPLICATION WITH THE DEPARTMENT OF
TRANSPORTATION, UNITED STATES OF AMERICA,
FOR A GRANT UNDER TaE URBAN MASS
TRANSPORTATION ACT OF 1964, AS AMENDED
WHEREAS, the Secretary of TransportatIon is authorized to
make grants for mass transportation projects; and
WHEREAS, the contract for finanCIal assistance will impose
certain obligations upon the app11cant, including the proviSIon
by it of the local share of proJect costs; and
WHEREAS, it is reqUIred by the u.s. Department of
TransportatIon In accord with the prov1sIons of Title VI of the
CiVIl RIghts Act of 1964, that in connection WIth the filing of
an application for assistance under the Urban Mass TransportatIon
Act of 1964, as amended, the applIcant gives an assurance that it
WIll comply with Title VI of the Civil Rights Act of 1964 and the
u.s. Department of Transportation requirements thereunder; and
WHEREAS, It 1S the goal of the applicant that minorIty
business enterprises be utilized to the fullest extent pOSSIble
In connection with this proJect, and that definite procedures
shall be establiShed and administered to ensure that minorIty
businesses shall have the maximum feasible opportunity to compete
for contracts when procuring the construction contracts,
supplies, eqUIpment contracts, or consultant and other services,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA HEREBY RESOLVE:

SECTION 1. That the Clty Manager 1S authorized to execute
and file an appllcatlon on behalf of the Santa Monlca MunIcipal
Bus Lines with the U.S. Department of Transportat1on, to aid in
the financing of eleven (11) new air-conditIoned dlesel translt
buses~ eleven (11) registering fareboxes and eleven (11) two-way
mobile radios.
SECTION 2. That the City Manager is authorized to execute
and flle w1th such application an assurance or any other document
required by the u.S. Department of Transportation effectuating
the purpose of Tltle VI of the C1vil Rights Act of 1964.
SECTION 3. That the C1ty Manager is authorized to furn1sh
such additional informat1on as the U.S. Department of
TransportatIon may require in connection with the application or
the project.
SECTION 4. That the Clty Manager 1S authorized to set
forth and execute affirmative minority bus1ness pOlicies 1n
connectIon w1th the proJect's procurement needs.
SECTION 5. That the City Manager 1S authorized to execute
grant contract agreements on behalf of the Santa Mon1ca Munlclpal
Bus Lines with the u.s. Department of TransportatIon for ald 1n
the fInancing of capital aSsLstance projects.
SECTION 6. The City Clerk shall certlfy to the adopt~on of
this resolution, and thenceforth and thereafter the same shall be
in full force and effect.
