IntroductIon The InItIal step In submIttIng an applIcatIon for federal Urban Mass Transporta- t10n funds is to authorIze the CIty Manager to fIle such a document and to set the date for a publIC hearIng on the applIcatIon. ThIS report requests that the CIty CouncIl take these actIons to enable the TransportatIon Department to receIve federal grant funds for OperatIng ASSIstance. Background The CIty'S Transportation Department IS eligIble to receIve federal operatIng assistance under the Urban Mass TransportatIon Act of 1964, as amended. In order to obtaIn such funds, an appllcatlon must be flIed WIth the federal Urban Mass TransportatIon ~dmlnlstratlon (UMTA). ThlS year the TransportatIon Depart- mentIs applIcatIon requests $1,711,000 1n federal operatIng aSSIstance. Local Share of Grant OperatIng aSSIstance made avaIlable by UMTA must be matched by non-farebox revenue. Funds for thIS purpose are avaIlable to the Department through TransportatIon Development Act (SB 325) funds and State TranSIt ASSlstance Funds (5B 620) allocated to the CIty for thIS purpose and also through revenue derIved from the sale of advertISIng space on buses. Ko CIty general funds WIll be used. By authorIZIng the Clty Manager to flle the appllcatlon, and after completlon of the publIC hearIng, the Manager can offICIally submIt it to UMTA through the Southern CalIfornIa ASSOCIatIon of Governments for theIr fInal reVIew and approval. AlternatIves 1. The CIty CounCll may choose not to authorIze the fIling of the app11catIon. The CIty would then lose the beneflt of a possIble $1,711,000 In federal transportation funds. 2. The CIty CouncIl can authorIze the CIty Manager to file the applIcatIon wIth the federal Urban Mass TransportatIon AdmInlstratlon by apprOVIng the attached resolut~on and set a date for holdlng the publlC hearlng on the appllcatlon. The resolutlon also authorIzes the CIty Manager to enter Into the approprlate grant contract RecommendatIon CIty staff recommends that the CIty CounCIl authorIze the City Manager to fIle the applIcatIon and execute the approprIate grant contract by adoptIng the attached resolutIon, and that the CounCIl set a publIC hearIng date of August 20, 1981. Department of TransportatIon in accord with the provisIons of Title VI of the Civil Rights Act of 1964, that 1n connection WIth the fi11ng of an applicatIon for assistance under the Urban Mass Transportation Act of 1964, as amended, the Applicant gives an assurance that it will comply with Title VI of the Civil Rights Act of 1964 and the u.S. Department of Transportation requirements thereunder; and WHEREAS, it 1S the goal of the Applicant that minor~ty bUSIness enterprises be utilized to the fullest extent possible in connection with this prOJect, and that defin~te procedures shall be established and admln~stered to ensure that mlnorlty bUSInesses shall have the maximum feaSIble opportunIty to compete for contracts when procuring construction contracts, supplies, equipment contracts, or consultant and other serVIces, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE: 1 ,I e e SECTION 1. That the City Manager 15 authorlzed to execute and file an applicat~on on behalf of the Santa Monlca MunlClpal Bus Llnes with the U.S. Department of Transportation, to aid ln the financlng of the transit operatlons for the 1982 fiscal year. SECTION 2. That the City Manager is authorized to execute and file with such application an assurance or any other document required by the U.S. Department of Transportation effectuating the purposes of Title VI of the CiVll Rights Act of 1964. SECTION 3. That the City Manager is authorized to furnlsh such addltlonal information as the u.s. Department of Transportation may require in connection with the appllcatlon or the proJect. SECTION 4. That the City Manager is authorlzed to set forth and execute affirmative minority business policies in connectlon with any of the project's procurement needs. SECTION 5. That the City Manager 15 authorized to execute grant contract agreements on behalf of the Santa Monica Munlcipal Bus Lines wlth the U.S. Department of Transportation for ald in the flnancing of the operating assistance proJects.
