SUBJECT: RECOMMENDATION TO AUTHORIZE THE CITY MANAGER TO FILE A CLAIM WITH
THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG) AND THE
LOS ANGELES COUNTY TRANSPORTATION COMMISSION (LACTC) FOR FUNDS
MADE AVAILABLE BY THE CALIFORNIA TRANSPORTATION DEVELOPMENT ACT
AND THE STATE TRANSIT ASSISTANCE FUND
Introduction
In order to receive the portion of the State sales tax proceeds to which the
Munlcipal Bus Lines is entitled under the Transportatlon Development Act (TDA)
and the State Transit Assistance Fund (STAF). each year the City Council must
authorize the City Manager to file a claim for the funds with the Southern
Callfornia Association of Governments (SCAG) and the Los Angeles County
Transportation Commission (LACTC).
Background
On February 26~ 1985, the Santa Momca Clty Counell authorized the City Man-
ager to flle a Short Range Transit Plan (SRTP) with LAGTG. This document con-
talned the Municlpal Bus Lines fundwg budget for the comwg year~ including
the use of TOA and STAF funds for capital and operatlng purposes. In order to
receive these funds a claim must be flled with SCAG and LACTG. In conformance
wlth TOA and STAF guidelines.
Budgetary/Financial Impact
For FY 1985-86 the MUnlClpal Bus l1nes has been allocated $7,021.000 as lts
formula share of TOA funds and $895,000 as its formula share of STAF funds.

As lndicated in the SRTP, of this $7,916,000 in total funds, $2,069,000 wlll
be held by SCAG as reserves for future bus purchases and rall development.
Slmilarly, TOA funds of $3,249,000, reserved from prevlous years' allocations
and currently held by SCAG, wlll be released for capital purchases in FY 1985-
86. The City budget status of the above is as follows:
