IntroductIon
thIS report requests the City CouncIl authorIze the Clty ~lanager to file a
reVIsed Short Range TranSIt Plan WIth the Southern Callfornia Assoclatlon of
Governments (SCAG) and the Los Angeles County Transportation CommISSIon (L~CTC),
ln order to remaIn ellglble for State and Federal transportatIon grant funds.
Background
Federal TranSIt System Management regulatIons reqUIre the CIty annually to
prepare a Short Range TranSIt Plan. based on a study of eXIstIng operatIons
and future plans, ln order to remaIn elIgIble for Federal transportatIon funds
ThIS document also serves as the baSIS of requests for State transportatIon
funds. The deadlIne for fIlIng thIS year's plan is March 2. 1981.
Last year, the CIty retaIned the serVIces of WIlbur SmIth and ASSOCIates to
prepare the document accordIng to the gUIdelInes set forth by SCAG through
the LACTC. ThIS year's reV1SIon represents an update of that Plan. USIng the
most recent SCAG and CommISSIon gUIdelInes.
AlternatIves
1. The CIty can choose not to flle the document. The City would then
lose ItS elIgIbIlIty for Federal and State transportation funds.
2 The CIty CounCIl could authorIze the CIty Manager to fIle the reVIsed
Short Range TranSIt Plan, whIch WIll permIt the CIty to remain elIgIble
for Federal and State transportatIon funds.
RecommendatIon
CIty staff recommends that the CIty CounCIl authorIze the CIty Manager to
